City of Eureka City Council met Feb. 3.

MINUTES OF THE EUREKA CITY COUNCIL MEETING

February 3, 2020

The Eureka City Council convened in regular session at the City Building on February 3, 2020 at 7:30 p.m. Mayor Scott Zimmer called the meeting to order and after a moment of silence led The Pledge of Allegiance and then directed the City Administrator to call the roll. Present were Aldermen Chambliss, Hinnen, Teegarden, Getz, Peterson and L. Klaus. Aldermen Germann & Prather were absent. Also in attendance were Lynn Hinnen, Treasurer; Melissa Brown, City Administrator; and Chief Alex Collinge.

Moved by Hinnen, second by Peterson, to approve the minutes of the January 21, 2020 regular meeting of the City Council. Passed on roll call vote with Chambliss, Hinnen, Teegarden, Getz Peterson and L. Klaus all voting Aye.

Moved by Teegarden, second by Peterson, to approve the minutes of the committee meetings for the month of January 2020. Passed on roll call vote with Chambliss, Hinnen, Teegarden, Getz Peterson and L. Klaus all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by L.Klaus, second by Getz, to approve and pay the bills as the City’s obligation in the amount of $75,839.39. Passed on roll call vote with Chambliss, Hinnen, Teegarden, Getz Peterson and L. Klaus all voting Aye.

Presentation from Farnsworth Architect Jeff Martin was held on the re-imagining of downtown Eureka. Mayor Zimmer thanked Jeff Martin for his attendance and for putting this plan together. Zimmer stated the Council had approved proceeding with a plan to consider in the Fall of 2019 and the city is fortunate to have Jeff Martin, long time resident, preparing the plan. Zimmer explained the importance of the plan in terms of future consideration and a possible vision for implementation of a business district for Eureka. Zimmer stated this plan is important to 1) create a starting point for the vision and future of the City, 2) form the plan of revenues for a potential business district, 3)to create a plan for the downtown area that is opening new businesses and to address the potential expansion plans for the Eureka Goodfield Fire District. Mr. Martin created this plan for a modest fee because he cares about the community. He presented this plan as an aspiration for the City- some components will require funding, others will require only a policy change. Martin feels that Eureka is one of the most under-utilized downtowns in the region. He cited his visit to the City Building tonight as the only thing going on in downtown tonight. Downtown needs to be pedestrian friendly, strongly urban, have mixed uses, food/beverage options, anchor tenants, multi-generational, strong public gathering places, year-round events, attractive facades, parking challenges, commitment to downtown by all, and focus resources on small area. Mr. Martin presented his entire presentation. Discussion followed. Alderman Getz had several suggestions and questions about possible improvements. Several comments were made that the plans look good.

Moved by Hinnen, second by Teegarden, to approve the demolition and ground preparation of 107 S. Callender St.

Discussion was held about the benefits of proceeding with demolition and ground work in the current fiscal year. Passed on roll call vote with Chambliss, Hinnen, Teegarden, Getz Peterson and L. Klaus all voting Aye.

Committee Reports:

Chairman Prather of the Budget Committee: Absent

Chairman Getz of the Administration and Personnel Committee: No Report

Chairman Hinnen of the Enterprise Committee: No Report

Chairman Hinnen of the Maintenance Committee: No Report

Chairman L. Klaus of the Public Safety Committee: Union contract- almost there, hoping to have it on February 17th Council for consideration.

Chairman Germann of the Park and Recreation Committee: Absent

Chairman Teegarden of the Economic Development Committee: No report

Chairman Mayor Zimmer of the Liquor Committee: No report

New Business: No new business

Public Comments: None

There being no further business to come before the Council the meeting adjourned at 8:35 p.m.
