City of Chillicothe Public Works Committee met Feb. 19.

Here is the minutes provided by the committee:

The Public Works Committee met at 4:30 p.m. in the Council Chambers at city hall.

Present: Chairman Gould, Alderman Hughes, Mayor White, Superintendent Sutherland City Engineer Coulter, Office Manager Passage

Absent: Alderman Sharp

Chairman Gould called the meeting to order at 4:30 p.m.

PUBLIC COMMENT

Cheryl Lunday, 1013 Elm was in the audience regarding her high usage waiver request

HIGH USAGE WAIVER

Office Manager Passage stated that she was in receipt of a high usage waiver request from Cheryl Lunday, 1013 Elm St. She stated that Mrs. Lunday was in the audience. The high usage was from 12/5/19 to 1/6/20. Superintendent Sutherland stated he did go the residence regarding the high usage. He stated that at the time he was present the meter was working properly and there was no water being used. He recommended that she replace the flappers in the stools. He stated that the water did enter the sanitary system side.

Mrs. Lunday addressed the committee with her concerns regarding where she was using the water as she stated she did have a plumber check and questioned if the meter was working properly. She did state that a gasket was replaced. A discussion ensued. After discussion, the consensus of the committee was to deny the request to waive the city’s portion however, instructed the office manager to send the request on to the sanitary district.

518 PINE – WATER SERVICE

Superintendent Sutherland explained that two houses are hooked together and one of the homes are having pressure issues. He stated that he could run a new water line down Pine street from sixth street and put in a service connection. The committee agreed to waive the connection fee for the homeowner. The homeowner would be responsible to run the line from the connection to their home. The consensus of the committee was to authorize the superintendent to run the new line.

PROJECT UPDATE

Engineer Coulter stated that he has made revision to the overlay, patching, sealcoating MFT resolution however it did not change the total.

Engineer Coulter stated that he could get quotes for the spray patching or he could bid the project. The estimated cost is $15,000.00 and is under what the requirement is to bid. The consensus of the committee was to have the engineer obtain quotes.

Engineer Coulter stated that he could get quotes for the ADA sidewalk work required with the overlay or he could bid the project. The consensus of the committee was to have the engineer obtain quotes.

OLD BUSINESS

City Sidewalk (Grant) Update – Project should start this spring and be completed by June. Boat Dock (southern) Update - Nothing to report

Public Works – Open Position – Deadline to submit an application is February 21, 2020. Applications will then be reviewed.

IEPA Inspection – Nothing to report

Superintendent Sutherland stated that he was approached by the Superintendent of Peoria Heights regarding the City of Chillicothe helping Peoria Heights with vegetation removal by allowing them to use the drop off site. He will be meeting with them in the next few days and report back to the committee.
