City of Chillicothe Public Works Committee met May 6.

Here is the minutes provided by the committee:

The Public Works Committee met at 4:30 P.M., via teleconference in the Council chambers at City Hall.

Present at the meeting in the council chambers: Chairman Gould, Alderman Sharp, Superintendent Sutherland, Office Manager Passage, ED Director Beadles

Present at the meeting via teleconference: Alderman Hughes, City Engineer Coulter The meeting was broadcasted via zoom.

Chairman Gould called the meeting to order.

PUBLIC COMMENT

There was no public on the zoom call.

PURPOSE

Budget Review 19-20 – Office Manager Passage stated that all departments came in under budget at the year end. She reported that the Water Collections for fiscal year 19-20 was lower than fiscal year 18-19. Chairman Gould asked if there were any questions. There were no questions.

Budget 20-21 Control Spending – Office Manager Passage stated that due to the stay at home order, the revenue projects may be lower than expected. Therefore; at this time the finance committee is asking that each committee and department head spend only when truly necessary for operating expenses and to hold projects if possible as we see how the revenue will come in.

Office Manager Passage if there were any questions. There were no questions. High Water Usage – Nothing to report

Mosquito Spraying – Superintendent Sutherland stated that the classes for mosquito spraying were cancelled due to the stay at home order. He advised that we do not have an authorized person to conduct the spraying, therefore; he will only be doing larva siding.

Sidewalk Program - Office Manager Passage stated that the sidewalk program was in the operating budget and it is time to decide if we will open the program. She explained there is $22,000 in the operating budget and recommended that the program be opened, however; limit the amount to $11,000.00. Chairman Gould asked if there were any questions. There were no questions.

Chairman Gould asked if each member was in favor of bring the program to council. Alderman Sharp stated yes and Alderman Hughes stated yes.

Project Update – Engineer Coulter advised the committee the contractor is working on the sidewalk at the city park. He also stated he has contacted Engbretch concrete and they are preparing for the ADA sidewalk project. He stated the overlay program is progressing.

Superintendent Sutherland stated that the CCR report is completed.

OLD BUSINESS

City Sidewalk (Grant) Update – The contractor has started work and should be complete by June. Boat Dock (Southern) Update – Office Manager Passage stated that the Mayor is still working with the barge company to obtain a settlement.

Public Works – Open Position – Superintendent Sutherland stated that at this time the position will remain open and we will revisit in July.

IEPA Inspection – Superintendent Sutherland stated that this could be removed.

Metro Reimbursement – Superintendent Sutherland stated that he is working with the company to obtain a reimbursement of approximately $10,000.00 as the company hit some water mains during construction.

Alderman Hughes stated that he had talked with Joel Watkins, 1012 Beech, who had submitted an application for the sidewalk program last year and did not complete. He advised that Mr. Watkins would like to complete the sidewalk and had submitted his revised application. A discussion was held regarding allowing this to be placed on the council agenda for approval as long as the sidewalk program gets approved.

The consensus of the committee was to place the application on the agenda.
