Village of Somonauk Board of Trustees met March 11.

Here is the minutes provided by the board:

Village President Grandgeorge called the meeting to order at 6:30 p.m. Attending: Trustees: Conley, McMillen, Eade, Severson, Nemcek-Button and Whiteaker.

Minutes:

MOTION:

Trustee Conley moved to approve the minutes for the February 12, 2020 Severson seconded the motion and the following voted: Conley-yes, McMillen –yes, Eade –yes, Nemcek-Button -yes, Severson-yes and Whiteaker-yes.

Motion Passed

BILLS:

Bills were presented $58,397.03.

Morphey listed the extra bill list: Ken/Com Agreement $17,000.00, C. Johnson Trenching: $ water main breaks- $9215.00, Brownlee yearly support PD$1080.00, LOCIS yearly maintenance $2904.00.

Motion:

Trustee Eade moved to approve the bills to March 11, 2020 in the amount of $58,397.03.

Trustee Whiteaker seconded the motion and the following voted: Conley-yes, McMillen –yes, Eade – yes, Nemcek-Button -yes, Severson-yes and Whiteaker - yes.

Motion Passed

Communications:

Grandgeorge asked if the board had any communications. Having none he moved to Reports of Officers:

Report of Officers:

Police:

Chief King reported he had not heard when he would have the new MDT as they were made in China. The remodeling of the PD was progressing along. They have been waiting for the new squad car for over 16 weeks. Taser testing is coming up for the department. There is info in the packets. They are also looking for a place to practice shooting. Some of the ranges they have used are not available. The Aurora Sportsman’s Club is reaching out to smaller municipalities about using their facility. King is also looking into Administrative Compliance with Sandwich. He will be checking cost to figure out the most cost effective way to go.

The PD has also been assisting the Village Hall with the vehicle stickers for 2019-2020. King also expanded that the PD had been helping vehicle stickers and there had been negative comments on Facebook about the PD giving out WARNINGS. They had not go into anybody’s garage or looked into anybody’s garage.it is legal to walk on property just like the postman, Amazon, UPS, Ice Mountain. It is not trespassing. These have all been warnings not tickets. The stickers are not $45.00 they then go to $75.00 and then $170.00 they are just trying to help the people get compliance and save money. Eade asked if it were legal to run plates. King answered yes as long as it is connected with a violation.

Water & Sewer:

Eipers reported they had a main break on N. Sycamore, he repaired a broken water service on LaSalle. Reported a failed motor on the fluoride pump.

Street & Alleys:

Wasson presented his report. He is working on the STRTS program for this year. Checking storm drains and cleaning, Clean snow piles at the sever plant. Post with limits Will be looking at grading alleys. Grandgeorge asked that he look at Cherry St.

Water & Sewer:

Finance:

Morphey reported she had passed out the Budget work sheets the staff will start working on the budget soon.

Laws & Ordinance:

Nothing to report for Laws & Ordinances

Employee Relations:

Conley reported King had put in a request to purchase rifles for the PD. He would like to eventually purchase one for every squad car, but is alright with budgeting for some in future budgets. Each rifle is approximately $1500.00 each. King reported there may be funds in line item 01-21-830 that could be allocated towards the rifles. Conley would like to see the Village eventually purchase the rifles and shot guns for the squads. King explained that it is common practice in Police Department that the officers supply their own fire arms. Most often the officers take better care of their own fire arms. Grandgeorge wants to make sure that this is a regular thing.in other departments. King stated that this mirrors all other departments. The question was asked if there had been competitive bidding. King explained that this was a state bid.

Motion:

Conley moved to approve the purchase 2 AR-15 rifles from Tactical USP for an amount not to accede $3,000.00. Severson seconded the motion and the following Trustees voted: Conley-yes, McMillen – yes, Eade –yes, Nemcek-Button -yes, Severson-yes and Whiteaker - yes.

Building and Grounds:

Nothing to report

Grandgeorge announced the Committee appointments: Employee Relations: Mike Conley, Water & Sewer: Brad Eade, Streets & Alley: Rich McMillen, Building & Grounds: Jake Whiteaker, Laws & Ordinance: Rhonda Nemcek-Button, Finance: Brian Severson. He urged if there were questions to contact Becky.

Grandgeorge asked for a motion to adjourn.

Motion:

Severson moved to adjourn. At 7:20 pm. Conley seconded the motion and the following trustees voted: Conley-yes, McMillen- yes, Nemcek-Button yes, Severson-yes, Eade-yes and Whiteaker- -yes.
