City of Chillicothe Public Works Committee met May 20.

PUBLIC COMMENT 

There was no public comment.

PURPOSE 

High Water Usage 

Alderman Gould asked the committee if there were any reports of high-water usage and none were reported.

Alderman Hughes brought up a concern for a citizen with a shut off notice. It was determined that wasn’t an agenda item and would need to be added to the next Public Works meeting. Alderman Hughes requested a special meeting be made to address this as soon as possible. Mayor White will review calendar and schedule a committee meeting.

Sidewalk Applications 

Alderman Gould asked the committee if there were any Sidewalk Applications and none were reported.

Purchase Tires – Dump Truck 

Superintendent of Public Works, Shawn Sutherland, reported the City dump truck #28 would not pass inspection because of the two front tires. He reported a quote from Princeville Tires for $1,144, payable from the Road and Bridge Fund under Maintenance and Repair vehicles. The budget currently has $22,000 for a remainder of $20,856.00. The consensus of the committee was to forward to council.

Moffit Park Drop Off – Peoria Heights 

This item was pulled from the agenda.

Project Update 

The City Engineer updated the committee on the status of the overlay and sidewalk projects. A revised estimate is needed in order for IDOT to approve the contracts for the overlay. The engineer recommended that the revised estimate indicate that $2200 be paid from the general fund to cover the difference between the appropriated amount and the approved bid. The $2200 will be paid from the street maintenance project brought forward previously. The Committee approved.

The City Engineer also noted that full depth patching is needed at various locations. He recommended that an amount of $5,500 be approved for patching from the street maintenance project brought forward previously. The Committee approved. The Engineer noted that with the approved amounts at this meeting approximately $28,000 has been approved from the street maintenance project. The Engineer did not expect any other significant expenditure from this project.

The City Engineer reported that the City Park Sidewalk is nearing completion. The concrete has all been poured and most of the seeding completed. The project should be 100% complete this week. The Engineer noted that the contractor has done a good job.

The Engineer noted that the City recently received approximately $67,000 from IDOT in bond funds from the tax increases imposed some time ago. The City will receive a total of approximately $400,000 in 6 installments over the next 3 years. This money must be tracked separately from normal MFT funds and cannot be used for maintenance. The money must be used on projects that have a life of at least 13 years. The mayor asked if the extension of Sycamore Street would qualify and the Engineer noted that it would.

OLD BUSINESS: 

City Sidewalk (Grant) Update 

City Engineer Coulter reported the last piece was poured today and will be completed next week. He will work with asphalt for an invoice to be paid in June to recover the grant.

Boat Dock (Southern) Update 

Mayor White reported negotiations settlement with Western Barge at $165,000. Western Barge will write a release. That money will come back into the TIF fund. He reported an amenity was taken out of Eagle Landing and in Cemetery and Parks he reported an observation tower and fishing dock going in. The consensus of the committee was to forward to council.

Public Works – Open Position 

Superintendent Sutherland reported the positions are still on hold due to the hold on budgetary spending and the two potential new hires are still interested.

Metro Reimbursement 

Superintendent Sutherland reported Cherokee Underground was contracted through Metro. Cherokee broke into the utilities and created $10,000 of repair. Director Sutherland is working with Craig Bennett, who has filed an insurance claim to repay the repairs amount to city.
