City of Minonk City Council met June 24.

Here is the minutes provided by the council:

CALL TO ORDER: The May 4, 2020 meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Koos at 7:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Koos

ROLL CALL BY CITY CLERK: Those in attendance via remote: Aldermen Larry Fortner, Lisa Junker, Julie McNamara, R. Ruestman, Trent Ruestman, and Jonathan Stears.

Also in attendance: Administrative Manager Bill Moline, City Clerk Leta Janssen

CONSENT AGENDA:

A. To approve and file the following:

1. Minutes of April 6, 2020 City Council Meeting

2. Minutes of April 20, 2020 Public Hearing

3. Minutes of April 20, 2020 City Council Meeting

4. April 2020 Accounts Payable paid in May in the amount of $77,366.84

5. March 2020 City Collector’s Report in the amount of $130,550.34

6. March 2020 City Clerk’s Report in the amount of $167,682.13

7. March 2020 City Treasurer’s Report in the amount of $2,860,811.83

Alderman Stears moved to approve the Consent Agenda as presented, seconded by Alderwoman Junker. Roll call vote:

YEAS: Stears, Junker, Fortner, McNamara, R. Ruestman, T. Ruestman

NAYS: None

REGULAR AGENDA:

A. Review Resolution for Maintenance - MFT

Alderman T. Ruestman moved to approve the MFT Resolution for Maintenance as presented, seconded by Alderwoman McNamara.

YEAS: T. Ruestman, McNamara, Fortner, Junker, R. Ruestman, Stears

NAYS: None

MOTION APPROVED

B. (Discussion Only) Proposed Small Business Loan Program

Council discussed the proposal to offer a Small Business Loan Program to provide financial assistance to small businesses in the community affected during the COVID-19 pandemic. Up to a $5,000 loan may be requested at a 1% interest rate for businesses within the community meeting the requirements. Suggestion was made to forgo requiring an applicant’s financial documents and instead consider resident’s history in order to expedite the application process.

C. Discuss Canceling Second Council Meeting

Alderman R. Ruestman moved to approve canceling the May 18, 2020 meeting, seconded by Alderman T. Ruestman.

YEAS: R. Ruestman, T. Ruestman, Junker, Fortner, McNamara, Stears

NAYS: None

ADMINISTRATOR’S REPORT

Moline reported on the following:

 Public Works Supervisor position has been posted

 A Zoning Board hearing is scheduled for May 18 at 6 pm to review a request received for a garage to be built on property in which over 60% of the property will be buildings.

 Work continues on the nature trail water issues and also on sewer line issues in the community

 The recycle trailer will be unavailable at least through the end of May.

 Moline plans to move forward with tree removal and hiring summer workers as budgeted.

COMMITTEE REPORTS: None

CITY COUNCIL COMMENTS: None

MAYOR COMMENTS: Announced the location of the June 1 meeting will be determined at a later date.

ADJOURNMENT: Alderman Stears moved that having completed the business meeting of the Minonk  City Council the meeting is adjourned at 7:40 pm, seconded by Alderwoman McNamara.
