City of Minonk City Council Met July 6.

CALL TO ORDER: The meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Koos at 7:00 pm.

C. Review Annual Treasurers Report
Treasurer Steve O’Riley reviewed the Annual Treasurers report with Council. Report will be published and then filed with the County.
D. Review River City Garbage Contract Extension/Curb Side Recycling Option
Council reviewed a proposal from River City Garbage for a monthly curbside recycling program. Monthly cost per home was estimated to be $16.30. Alderman R. Ruestman suggested since there is no contract in place the item be discussed during the budget process in January.
E. Review TIF 2 Request – WAGS Dog Grooming
Alderman T. Ruestman moved to approve the TIF 2 request for facade repair to the WAGS Dog Grooming business at 50%, payable in one payment of $3,517.50; seconded by Alderman Fortner.

F. Review TIF 2 Request – Minonk Fire Protection District
Council discussed the TIF 2 request received from the Minonk Fire Protection District. MFD requested 47% funding on the total cost of $170,000 to demolish the former Young’s building purchased by the fire district. Alderman R. Ruestman moved to deny the TIF 2 request from Minonk Fire Protection District, seconded by Alderman Stears.

G. Review Ordinance 2020-05 Amending Title 2 of the Municipal Code of the City of Minonk by adding a New Section 2.55 Fair Housing
Moline discussed the amendments for Fair Housing drafted by Attorney Mart. According to Moline many grant applications inquire about Fair Housing. This will be an added section to the code of ordinance. Alderman R. Ruestman moved to approve Ordinance 2020-05 as presented, seconded by Alderman Junker.

H. Review Resolution 2020-01 Supporting Fair Housing
According to Moline this resolution shows the City’s support of the ordinance for Fair Housing.
Alderman T. Ruestman moved to approve Resolution 2020-01 as presented, seconded by Alderman Stears.
Motion Carried with Alderman Fortner voicing no.
I. Amend Chapter 2.34.030 of the Municipal Code of the City of Minonk to state Duties – Public Works Supervisor, 2.34.035 to state Water and Sewer Commissioner/Water Treatment Plant Operator, 2.28.70 to state Appointed Officers – Public Works Supervisor and Water and Sewer Commissioner/Water Treatment Plant Operator
Alderman T. Ruestman moved to approve the updates as presented, seconded by Alderman McNamara.

J. Appointment of the Public Works Supervisor
Alderman T. Ruestman reported the Public Works Committee interviewed five applicants for the Public Works Supervisor position. The committee recommends Jake Anderson be appointed as Public Works Supervisor. Mayor Koos appointed Jake Anderson as Public Works Supervisor.
Alderman R. Ruestman approved the Mayor’s appointment of Jake Anderson as Public Works Supervisor, seconded by Alderman Fortner.

ADMINISTRATOR’S REPORT
Moline reported on the following:
No increase in the IML Risk Management Insurance quote received of $60,000; waiting on quote from Meyer-Jochums.
Received a request from a business for an additional $5,000 in Small Business Loan funds. Council said to go ahead if funds are available.
Zoning Board Meetings are scheduled for July 13 and July 20. The July 20 meeting is to review a variance for an antenna to be installed by the wind farm in the Carolyn Development. Mayor Koos requested Moline check with the truck stop and the hotel prior to the meeting.
Woodford County will begin the seal coating process on county roads.
Ambulance Chief Goodrich has ads placed for Medics and Basic EMTs.
St Jude run group will be holding a 24-hour fund-raising event at Millenial Park
Sidewalk work continues
OLD AND UNFINISHED BUSINESS: None
NEW BUSINESS: None
PUBLIC COMMENTS: Jim Liner inquired about the Water Operator and Public Works Supervisor positions. Moline explained Kaleb Garber is a water operator in training supervised by a part-time consultant who signs off on the paperwork; the Public Works Supervisor oversees the streets and parks. Jim Brown thanked Council for the award of TIF 2 funds to Wags.
COMMITTEE REPORTS: Alderman T. Ruestman congratulated Jake Anderson on his appointment.
CITY COUNCIL COMMENTS: Alderwoman McNamara thanked the 4th of July committee for their efforts.
MAYOR COMMENTS: Mayor Koos welcomed Jake Anderson to his position, and reported the 4th of July celebration went well.
ADJOURNMENT: Alderman Fortner moved that having completed the business meeting of the Minonk City Council the meeting is adjourned at 7:40 pm, seconded by Alderman T. Ruestman.
