City of Marquette Heights City Council met Sept. 14.

Here is the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Bradford.

ROLL CALL

Aldermen present for Roll Call: Alderman Little, Amundson, Neuhaus, and Neumann.

Clerk Steele, Water Superintendent Brown, Water Operator Crum, Police Chief Merritt, Asst. ire Chief Fortier, Office Manager Minson and Attorney Herman were also present.

Absent: Alderman Davis

REPORTS OF CITY OFFICIALS

Mayor

Clerk

Clerk Steele advised that the Election Packets for the 2021 election will be available at the City Office on September 22, 2020.

The City has received donations from Steven Alshire designating $150.00 for the Fire Department and $150.00 for the Police Department, plus an additional roll of $1 coins to distribute to the city kids on the street.

Treasurer

Deputy Treasurer Minson advised that the signature cards for the bank will be ready for pick up on Tuesday to add Alderman Neumann to the account as a signer.

An insurance meeting will be held on Wednesday to discuss new premiums for City employees.

Local Cures Act Ordinance grant is being worked on to provide reimbursement of COVID-19 related expenses up to $165,000.00

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Amundson

Steve Lawson resigned from position as a full-time employee.

Tony Brown completed additional Water Operator training last week.

EPA to focus ion pathogens in the water systems and begin testing across the communities.

Law Enforcement – Alderman Little

Streets – Alderman Neumann

Dump Truck is at Centre State still with steering stabilizer issues.

Public Buildings / Parks – Alderman Davis

Attorney Herman clarified the Public bid process in accordance with any ordinance we may have. Council to discuss further at next meeting.

Fire – Alderman Neuhaus

Fire Department covering North Pekin until Wednesday on every call due to Covid quarantine for their entire department.

Fundraising cookout will be held this weekend.

Planning –

CONSENT AGENDA:

1.Approve August 24, 2020 Regular council meeting minutes.

2. Approve to pay outstanding bills listed on the Bi-Monthly Expenditure Report dated September 14, 2020 in the amount of $203,279.65.

3. Approve payment to Water Products Company in the amount of $1,540.00 for (2) Plug Valves at Logan Lift Station.

4. Approve payment to Water Products Company in the amount of $535.00 for a replacement valve to inventory.

5. Approve payment to Altorfer in the amount of $3,260.00 for extended warranty on Generator Set at Wells.

6. Approve payment to Altorfer in the amount of $2,840.00 for extended warranty on Generator Set at Logan Lift Station.

7. Approve payment to Altorfer for *full combined total of $4,308.00 covering 3yrs of annual maintenance on six generators.

8. Approve payment, not to exceed $1,489.00 for a new chlorine pump at the Water Treatment Plant.

9. Approve payment to Ferguson Waterworks in the amount of $5,673.37 for cloud base software system for meter reading.

10. Approve payment to Koenig in the amount of $1,537.00 for tarp replacement and pull kit.

11. Approve payment to Centre State in the amount of $2,498.79 for repair work to Street Dept. Truck.

APPROVE CONSENT AGENDA:

Alderman Little made motion, seconded by Alderman Neuhaus, to approve the Consent Agenda in its entirety. Roll call vote: Ayes: Alderman Neumann, Amundson, Little, and Neuhaus. Nays – none. Motion passed.

NEW BUSINESS:

Alderman Neumann made motion, seconded by Alderman Little to appoint Terisa Neuhaus to Library Board. Roll Call Vote: 3 Ayes, 1 Abstain. Nays: none. Motion passed.

Alderman Neumann made motion, seconded by Alderman Little to appoint Corry Harris as City Treasurer. Roll Call Vote: All Ayes. Nays: none. Motion passed.

Alderman Little made motion, seconded by Alderman Amundson to appoint Rick Crum as Alderman Ward II to take seat October 12, 2020. Roll Call Vote: All ayes. Nays: none. Motion passed.

Alderman Amundson made motion, seconded by Alderman Neuhaus to approve ordinance #913 pertaining to the Local Cures Program. Roll Call Vote: All Ayes. Nays: none. Motion passed.

Alderman Little made motion, seconded by Alderman Neuhaus to approve ATV/Golf Cart Ordinance #914. Roll Call Vote: All Ayes. Nays: none. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL:

Dale Hamm, President of MH Men’s Club, let the Council know that due to COVID-19 restrictions and guidelines there will be no Spook Hollow this year. He is working on a possible Halloween Parade for October 24th and will let us know more at the October Committee meeting.

Alderman Little made a motion, seconded by Alderman Neumann to adjourn the regular City Council Meeting at 7:33 p.m. Voice Votes: All Ayes. Motion passed.
