Village of Sugar Grove Village Board met Sept. 1.

1. Call to Order
President Michels called the meeting to order at 6:00 p.m.
President Michels stated that due to Governor Pritzker’s Executive Order due to the COVID- 19 pandemic, he has determined that an in-person meeting is not prudent or practical and, therefore, tonight’s meeting was being held remotely.
2. Pledge of Allegiance
President Michels asked Trustee Koch to lead the Pledge of Allegiance.
3. Roll Call
The September 1, 2020 Village Board meeting was held via GoToWebinar. With the exception of President Michels and Trustee Koch who were in the Board Room at Village Hall, all other attendees noted below participated remotely.
Present: 7 President Sean Michels, Trustee Rick Montalto, Trustee Jen Konen, Trustee Heidi Lendi, Trustee Ryan Walter, Trustee Sean Herron, Trustee Ted Koch

4. Public Hearing
a. 41W950 Prairie Street Annexation & Special Use – Firewood & Mulch
President Michels opened the Public Hearing. No comments were provided. The hearing was continued to the September 15, 2020 Village Board meeting.
5. Appointments and Presentation

6. Public Comments on Items Scheduled for Action
Dominic Cattero, President of the Settlers Ridge Homeowners Association, who was in attendance at Village Hall, spoke about the ownership and responsibility for the maintenance of the Gordon Road median.
Jane Kleeburg, Settlers Ridge Homeowners Association member, who was in attendance at Village Hall, asked about the difference in the Village maintaining property within the Settlers Ridge subdivision, but not the Gordon Road median.
Peter Zack, via written comments, responded to previous comments regarding the Hannaford Farm dirt pile regarding use of the dirt by builders and trustee recusal.
The Hannaford Farm Homeowners Association, via email, stated support for the proposed plan to remove the dirt stockpile in Hannaford Farm.
7. Consent Agenda
A motion was made by Trustee Montalto, seconded by Trustee Herron, to approve the Consent Agenda. The motion carried by the following vote:

8. General Business
a. Approval: Renewable Residential Electric Aggregation
A motion was made by Trustee Koch, seconded by Trustee Montalto, to approve the minimum EPA level for the Green Community Aggregation Program at the same ComEd rate. The motion carried by the following vote:

Director Anastasia presented the electric aggregation plan and request for approval to move forward with minimum EPA level at the same ComEd rate. Dave Hoover, the Village energy consultant from NIMEC, discussed the program more in-depth. Board discussion ensued.
9. Discussion Items
a. 41W950 Prairie Street Annexation & Special Use – Firewood & Mulch
Director Magdziarz presented the annexation and special use agreement. Petitioners Thomas O’Malley and Mike Rippinger provided comments and answered questions. Board discussion followed. The Board directed staff to bring the annexation and special use back for consideration at the September 15, 2020 Village Board meeting.
b. Hannaford Farm Topsoil Stockpiles
Administrator Eichelberger described the recommended proposal to remove the topsoil stockpile in Hannaford Farm. Bill McCue of Badge 323 provided comments and asked to meet with Village staff to review the financials. Board discussion ensued. Village staff will meet with Badge 323 and Hannaford Farm HOA to go over the proposal.
10. Reports
a. Staff
President Michels asked what was left to do at the intersection of Bliss Road and IL 47. Director Speciale responded that the final paving lift on Bliss and Wheeler should be completed this week and that the contractor should be able to start making progress on the traffic signals.
b. Trustees
Trustee Montalto attended an Aurora Area Convention and Visitors Bureau meeting on Thursday, August 27 and reported that things are coming back a bit.
Trustee Herron reported that school is getting better every day.
c. President
Presidents Michels wished everyone an enjoyable Labor Day weekend.

13. Closed Session
A motion was made by Trustee Montalto, seconded by Trustee Herron, to adjourn to Closed Session per the exception to the Open Meetings Act Pending and Probable Litigation [5 ILCS 120/2(c)(11)] taking no action and adjourning therefrom at 7:36 p.m. The motion carried by the following vote:
