City of Atlanta issued the following announcement on Oct. 9.
Mayor Keisha Lance Bottoms has announced the appointment of three senior Administration officials: Jon Keen as Interim Chief Operating Officer, Mikita Browning as Commissioner of the Department of Watershed Management, and Martin Clarke as Chief Procurement Officer.
“During their tenure with the City of Atlanta, Jon Keen, Mikita Browning and Martin Clarke have demonstrated their ability to push forward our Administration's vision and priorities of building One Atlanta,” said Mayor Bottoms. “Their steady leadership has been key to ensuring services have continued without interruption to residents and businesses during the most devastating health crisis of our lifetime. All three have demonstrated high professionalism and are well-equipped to continue to deliver results for our city.”
Keen joined the Bottoms Administration in 2018 as Deputy Chief Operating Officer. Before joining the Administration, Keen was a Manager for Deloitte Consulting LLP and IBM Global Services and was as a Major in the United States Army. Since joining the City, Keen has led development of the Mayor’s One Atlanta: Economic Mobility, Recovery, and Resiliency plan, focused on opportunity and growth for low-income households and small businesses. He was instrumental in the Mayor’s effort to provide historic pay raises to the Atlanta Police Department and is leading the City’s administration of CARES Act funding to bring relief to Atlantans during the COVID-19 pandemic.
Mikita Browning joined the City of Atlanta in 2011 and previously served as Assistant Commissioner for the Department of Watershed Management (DWM), prior to her appointment as Interim Commissioner earlier this year. At Watershed, Browning has led DWM’s daily administrative operations and served as the Consent Decree Program Director and Program Manager. She has also led the implementation of Atlanta’s Clean Water Atlanta Program. Before joining the City, Browning was a Design and Construction Manager for a global water and wastewater engineering firm MWH Americas, Inc., overseeing the development of sewer capacity relief and sewer rehabilitation projects related to the City’s existing sanitary sewer overflows (SSO) and combined sewer overflow (CSO) collection systems. An Atlanta native, Browning received her B.A. in Biological Engineering from the University of Georgia.
Martin Clarke previously served as the Director of the Office of Contract Compliance (OCC). Prior to his appointment to lead OCC, Clarke served as a Deputy Division Chief in the Law Department for Aviation. Martin has a long record of victories defending the Equal Business Opportunity provisions in certification hearings, bid protests and court proceedings assuring fair contracting for women and minority contractors and vendors. Clarke is a graduate of The George Washington University National Law Center, widely regarded as the nation’s leading government contracts program.
All three appointments are effective immediately.
