City of Marquette Heights City Council met Oct. 12.

Here is the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Bradford.

ROLL CALL

Aldermen present for Roll Call: Alderman Little, Crum, Amundson, Neuhaus, and Neumann.

Deputy Clerk Ramsay, Treasurer Harris, Water Superintendent Brown, Police Chief Merritt, Asst. Fire Chief Hermancinski, Office Manager Minson and Attorney Herman were also present.

Absent: Clerk Steele, Fire Chief Fortier

REPORTS OF CITY OFFICIALS

Mayor

IMLRMA annual premium coverage bill has come in. Payment will be placed on next agenda for approval. $99,024.00 total, less 5% discount for early pay split between General and Water Sewer funds.

With IDPH guidelines trick or treating will be allowed for the City from 5pm – 8pm with social distancing and mask requirements. Masks in addition to any regular costume masks for safety and protection. Any citizens not wishing to partake can leave their porch light off.

Meeting with Mayor and Alderman Crum to discuss expenses and cashflow took place this week.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Amundson

No report

Law Enforcement – Alderman Little

Alderman Little requested information regarding Rental Registration status and current Chicken Coop permits that have been approved. He will work with Maria on updating the Council with that information.

Tazewell County Animal Control annual contract was received with a 5% increase from last year’s rate.

Squads 19-1 and 17-1 repairs from hail damage has been completed. During repair on 17-1 a windshield washer line was broken. Metal Medics replaced and deducted cost from bill.

Streets – Alderman Neumann

Street sweeping in progress and making rounds over the next month and a half. Street crew will work to stay ahead of the leaves.

Chipping being done at frisbee golf course.

Public Buildings / Parks – Mayor

We have received two of the required three quotes for roof repair to the City buildings. We are still waiting for River City Roofing to submit their quotes.

Marquette Heights Public Library held a ribbon cutting this past Saturday for the Little Library located at Independence Park. It is up and running now.

Fire – Alderman Neuhaus

Cadet training was held this past Sunday with an obstacle course. Training for vehicle burns to happen this coming Sunday.

Fire drills were held at all three schools.

Planning –

Alderman Crum had a meeting with Mayor Bradford and Treasurer Harris to discuss budget, salaries, and insurance for the City.

CONSENT AGENDA:

1.Approve September 28, 2020 Regular council meeting minutes.

2. Approve to pay outstanding bills listed on the Bi-Monthly Expenditure Report dated September 28, 2020 in the amount of $105,857.74.

3. Approve *new payment to Centre State in the amount of $2,634.70. This amount is to replace previous approved payment for work repair on truck from September 28th, 2020 Council Meeting.

4. Approve payment to TC3 in the amount of $9,426.00 for Quarterly Dispatch Fee – Police, November 2020 – January 2021.

5. Approve payment to TC3 in the amount of $1,656.00 for Quarterly Dispatch Fee – Fire, November 2020 – January 2021.

6. Approval of payment to Radio Depot in the amount of $730.00 for Fire Department pagers.

APPROVE CONSENT AGENDA:

Alderman Crum made motion, seconded by Alderman Neumann, to approve the Consent Agenda in its entirety. Roll call vote: Ayes: Alderman Neumann, Amundson, Little, and Neuhaus. Nays – none. Motion passed.

NEW BUSINESS:

Alderman Amundson made motion, seconded by Alderman Little, to approve payment to Hunter Hydro-Vac in the amount of $690.00 for televised inspection of main line at Hamilton Rd. Roll Call Vote: All Ayes. Nay: none. Motion passed.

Alderman Amundson made motion, seconded by Alderman Neuhaus, to approve payment to Hunter Hydro-Vac in the amount of $695.00 for televised inspection of main line at Lincoln Rd. Roll Call Vote: All Ayes. Nays: none. Motion passed.

Alderman Neuhaus made motion, seconded by Alderman Amundson, to approve the Trunk or Treat event, with sponsorship from MH Men’s Club, to take place on October 31st, 2020. Roll Call Vote: All Ayes. Nays: none. Motion passed.

Alderman Little made motion, seconded by Alderman Neumann, to approve 2021 Tazewell County Animal Control contract in the amount of $3,274.20. Roll Call Vote: All Ayes. Nays: none. Motion passed.

Alderman Crum made motion, seconded by Alderman Little, to approve Insurance Premium Rate for December 2020 through November 2021. Roll Call Vote: All Ayes. Nays: none. Motion passed.

CITIZENS WISHING TO ADDRESS THE COUNCIL:

Mike and Leanna Sammis of 925 Edgewater Drive in North Pekin have purchased property on LaSalle adjacent to Grant Rd. The Sammis’ submitted a letter of intent and would like to open lines of communication in working with the City to complete zoning, and any permits required to build on the property. The Sammis’ will contact Office Manager Minson to pick up the new construction packet.

Alderman Neumann made a motion, seconded by Alderman Neuhaus to adjourn the regular City Council Meeting at 7:44 p.m. Voice Votes: All Ayes. Motion passed.
