Woodford County Offices Committee Met October 13

Woodford County Offices Committee met Oct. 13.

Here is the minutes provided by the committee:

1. Call to Order

The meeting was called to order at 5:02 PM

2. Roll Call – Jason Spence (ch), Emily Barker, Russ Cotton, Danny Steffen all present.

Chuck Nagel was excused

3. Approval of Minutes

a. Approval of September 8, 2020 regular meeting minutes.

Motion to approve September 8, 2020 minutes made by Cotton, seconded by Steffen. Motion passed.

4. Public Input

None

5. Appointments

a. Approval of Appointment of Kristen Fehr to the MDP Board to replace the expired 3 year term of Lindsay Franklin expiring June 30, 2022.

b. Approval of Appointment of Eric Scroggs to the MDP Board for a 3 year term expiring June 30, 2023.

Motion to appoint Kristen Fehr to the MDP Board to replace the expired 3 year term of Lindsay Franklin expiring June 30, 2022 and to appoint Eric Scroggs to the MDP Board for a 3 year term expiring June 30, 2023 made by Barker, seconded by Cotton. Motion passed.

6. Approval of Claims

a. Approval of October claims

Motion to approve the October claims made by Cotton, seconded by Steffen. Motion passed.

b. County Board Per Diem

There is one per diem claim for Emily Barker. Motion to approve Emily Barker per diem claim made by Cotton, seconded by Steffen. Motion passed.

8. New Business

a. Discussion of State Holiday/Courthouse closing on Election Day.

Chairman Spence reviewed the statute regarding the making of Election Day as a state holiday.

Statute says all government offices will be closed on Election Day for the year 2020. The courthouse will be closed that day with the exception of the County Clerk’s office, which has to be open due to the election. Should the state extend this beyond the year 2020, then the committee will address it at that time.

b. Resolution 10-20-001 Authorizing the execution of a Deed of Conveyance to Gulfview Management LLC Series 20 on parcel #02-28-400-004

c. Resolution 10-20-002 Authorizing the execution of a Deed of Conveyance to Troy L. Smith on parcel #07-14-202-003

d. Resolution 10-20-003 Authorizing the execution of a Deed of Conveyance to Joe C. Pioletti on parcel #08-20-314-002

e. Resolution 10-20-004 Authorizing the execution of a Deed of Conveyance to Alicia Lapretre on parcel #10-14-309-014

f. Resolution 10-20-005 Authorizing the execution of a Deed of Conveyance to TRREI, LLC on parcel #16-05-305-019

Motion to approve Resolution 10-20-001, 002, 003, 004 and 005 made by Barker seconded by Steffen. Motion passed.

9. Department Updates

a. County Clerk-election issues-Discussion on using Cure Grant Funds to relocate the early voting location.

The County Clerk would like to use 1833 S. Main as the early voting site. The room is secure, and is bigger to accommodate Covid spacing requirements. It would eliminate the Clerk from having to move machines back and forth to the Courthouse. The consensus was that if the room does not have another purpose, it would be fine for her to take it over and use as the early voting site. Motion to take to the full Board for discussion made by Steffen, seconded by Cotton.

Motion passed.

The County Clerk has sent out more than 5195 vote by mail applications. They have received about 1/3 of those back. They have also had 127 ballots surrendered. Those ballots that have been surrendered add an additional cost to the picture as now another ballot has to be printed, along with the cost of printing and mailing the original ballot.

b. Approval of Resolution 2019-20 #091 We Care

We do this every year for the DOAP and 5311 grant money. This resolution is for the CARES Act. Motion to approve Resolution 2010-20 #091 made by Barker, seconded by Steffen. Motion passed.

c. Supervisor of Assessments

The Supervisor of Assessments reported that they will be publishing the last week of October.

175 splits have been processed. There are a few issues with Devnet, but they are working to resolve them.
