Meeting 10

Woodford County Public Safety Committee met Nov. 9.

Here is the minutes provided by the committee:

1. Roll Call - Barry Logan (ch), Emily Barker, and Blake Parsons Present. Donald Tolan and Justin Faulk were excused.

2. Approval of Minutes

a. Approval of October 14, 2020 regular meeting

Motion to approve October 14, 2020 minutes made by Parsons, seconded by Barker. Motion passed. 

3. Public Input

None 

4. Approval of Claims

Motion to approve November claims made by Barker, seconded by Parsons. Motion passed.

a. Retaining Wall Project Update

The retaining wall was completed last week and looks great. The only cost that may not be covered in this year's budget are for overages. 

b. Annex 1-2 Update

The carpet installation is done and Lincoln Office is to install the furniture on the 17th. 

c. Annex 4 update /AP Network

The hole has been cut in the desk to allow for the outlet for the recording equipment. They want to install that equipment and do the wireless access all at one time. Once the equipment arrives they will install. 

d. Parking Lot Resurface Project Update

The milling machine was delivered today. The plan on starting that tomorrow, and resurfacing on Wednesday. They should be done in two days. 

e. IT / Phone System Contract Renewal / Data Backup Service Contract Renewal 

The Heart contract is expiring soon. They have added to this contract additional back-up for the network. The cost of this year contract is $113,150. There is a separate contract for the jails Central Control which is for $12,462.02. The Health Department is cutting a check the County for IT services from June through December for $10,500. Motion made by Parsons to approve the Heart contract, seconded by Barker. It was discussed that while the price has gone up, it is still cheaper than hiring a full time person and a back-up person. There were 697 tickets for IT services this year. But because it was the first year, trying to get things up to date, and the Covid crisis, it is probably not a good year to use as an example. Motion passed. 

f. Access Control Network & Data System Contract

This was pulled from the agenda. 

g. Jail Monitoring CCTV/Intercom System Equipment Replacement and Maintenance Contract

There are several monitors in central control that monitor the jail. Two of those monitors have gone out. These are 55 inch monitors and are on 24/7. Heart will do the work and work with the vendors to get us to where we need to be. It was asked if we didn't do this last year. Last year we added cameras and updated the software, but didn't do anything with the monitors. When the monitors were installed, we used the old brackets and the monitors were up high due to their size and where the brackets already were placed. With this set up, the control person cannot see all the monitors at one time. We will install smaller monitors and lower them so they can be viewed continuously. Motion to approve the jail monitoring CCTV intercom system equipment replace and maintenance contract made by Parsons, seconded by Barker. Motion passed. 

h. StarCoin21 Trucked Radio System Update 

Within 30 days the system should be up and running. Motorola has to install fiber and then we should be set to go. MTCO has been working on their part.

i. Claims to be paid in Vacation End of Fiscal Year Claims 

Sheriff Smith presented several claims that have come in at the last minute and missed the cut off date, but he would like to get them paid in this budget year. The committee was in agreement that these claims will be paid in vacation,

The Covid numbers are climbing and the Health Department is working non-stop to keep up.

It was asked where we stand on getting fiber cable to the new building, Heart has been talking to the fiber company, no word yet on when it will be available. 12. Executive Session - Roll Call Vote
