Woodford County Road and Bridge Committee met Nov. 9.

Here is the minutes provided by the committee:

1. Call meeting to order

Richard Hill called the meeting to order at 8:10 AM,

2. Roll Call

Barry Logan, Richard Hill and Dan Steffen all present. Josh Davis and Donald Tolan excused. Also present are County Engineer Conrad Moore, Hillary Aggertt, Emily Kelly and Board Chairman John Krug.

3. Review meeting minutes of regular meeting on October 13, 2020.

Motion to approve October 13, 2020 minutes made by Logan, seconded by Steffen. Motion passed.

4. Review and consider minutes of past Executive Sessions.

None 

5. Public comment.

None. 

6. Consider claims for the November 17, 2020, Board meeting,

Motion to approve November claims made by Logan, seconded by Steffen. Mr. Steffen will abstain from voting on claims for Steffen 3D. It was asked for an explanation for the different funds paid to NE Finch. There were two township bridge projects and different funds are used so the funds are split. Motion passed.

(a) Discuss and act on concurring with IDOT to award the bid for HSIP Guardrail Project, Section 18-00170-00-SP, Motion to approve the bid for guardrail installation from Midwest Fence Corporation made by Steffen, seconded by Logan. A discussion on available grant funds and that the bid was approximately 6% over the estimate and there are enouglı available grant funds to cover the construction costs. Motion passed.

(b) Discuss and act on preliminary engineering agreement with Maurer-Stutz Inc. for Worth Township MFT Section 20-17150-77-BR. Motion to approve engineering agreement with Maurer-Stutz for Worth Township bridge maintenance made by Logan, seconded by Steffen. MFT funds will be used for engineering costs. The County oversees the use of township MFT funds, so the agreement has to be approved by the County. Motion passed.

9. Other:

(a) Temporary Employee Policy 

A highway department employee has come into contact with a person who has tested positive for Covid-19. The Health Department was notified and recommends that individuals with potential cases work through the Health Department so proper documentation can be given for end of isolation from quarantine. The Highway Departinent has made two breakrooms to help establish social distancing. Half the employees will use one breakroom while the other half of employees will use the other breakroom. If in a vehicle, they will try to have only one person in vehicle, but Road and Bridge Committee Woodford County Highway Department - Roanoke, Illinois if two or more need to be in the vehicle, then opening the windows for ventilation and wearing of masks will be protocol. The committee is against having half the crew work one week, while half the crew is off, and then switch, They feel that the week employees are off, they would be going out and about and be in greater exposure than what they would be in if they were at work. It was suggested that they could stagger start times. It was noted that the policy presented to the Committee contained sub-bullet points that were for explanation and those were not intended to be part of the policy. It was suggested that those explanations be taken out of the policy. The committee felt that this policy was good and it would be implemented immediately.
