City of Marquette Heights City Council Met July 12.

CALL TO ORDER
The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.
ROLL CALL
Aldermen present for Roll Call: Alderman Naugle, Greiner, Neumann, Amundson, and Neuhaus.
Also present were Clerk Steele, Attorney Herman, Public Works Director Brown, Police Chief Merritt, Fire Chief Fortier, Office Manager Minson, and Building Inspector Dearborn.
Absent: Alderman Little and Treasurer Ghidina.
REPORTS OF CITY OFFICIALS
Mayor
Cory Harris has agreed to fulfill the remainder of the Treasurer’s position, due to David Ghidina’s resignation.
Clerk
No report.
Treasurer
Absent. Deputy Treasurer reported the audit should be done by month’s end.
Attorney
Documents have been prepared for elected officials.
The purchase agreement for the sale of land is being drafted.
Communication
Clerk Steele read a notice of resignation from Treasurer Ghidina. Mayor and Council accepted his resignation with no objections.
Citizens Wishing to Address the Council
Men’s Club Vice President Ryan Gardner presented 2020 donations: Police $1,000, Fire $1,000, Public Works $500, Office $500, Water $500 and Library $1,000. Council thanked the Men’s Club for their continued contributions.
REPORTS OF STANDING COMMITTEES:
Water and Sewer – Alderman Neuhaus
Letters are being sent to seven residents who have not responded to our repeated request to schedule a water meter replacement at the home. They are being given a deadline to schedule their meter change. City ordinance states we have the right to disconnect water service when conditions of service operation are not met.
We have received a quote for purchasing water meters in bulk from Ferguson Waterworks.
Law Enforcement – Alderman Naugle
We were informed today that a spot has been secured for Full Time Police Academy in August. Would like to promote a Part Time Officer to Full Time and have him attend the Academy. This Officer will be introduced to council members at the next council meeting.
Streets – Alderman Little
Justin Hamilton has been hired to help in street and water departments. The area behind Spook Hollow is being cleaned up. Sidewalks and curbs are being repaired on Craig and Berry. A list is being prepared to update all signs.
Public Buildings / Parks – Alderman Greiner
The drainpipe came part from the building at the old water plant on Main Street. The drop ceiling was pulled down at Liberty Hall today. Georgetown Middle School baseball tryouts and practices are being held at the ball diamonds. Fences getting replaced at the Marquette Heights Park bathrooms.
Fire – Alderman Amundson
No report.
Planning – Alderman Neumann
Building Inspector Dearborn was thanked for the Building Code information. Executive Session at next council meeting regarding utilizing different procedures and the International Code.
CONSENT AGENDA:
Approve June 28, 2021, Regular Council Meeting minutes.
Approve June 28, 2021, Executive Council Meeting minutes.
Approve Bi-Monthly Expenditures in sum of $129,921.53.
APPROVE CONSENT AGENDA:
Alderman Neuhaus made a motion, seconded by Alderman Neumann to approve the consent agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.
NEW BUSINESS:
Alderman Neumann made a motion, seconded by Alderman Neuhaus to approve payment not to exceed $20,000.00 for Mayor, Clerk, Treasurer, Public Works Director and Department Heads to attend the annual IML conference in September. Roll Call Vote: All Ayes. Motion passed.
ANY OTHER BUSINESS PERTAINING TO THE CITY
Alderman Neuhaus made motion, seconded by Alderman Greiner to enter Executive Session to discuss the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee. Roll Call Votes: All Ayes. Motion passed.
Council exited Regular Session and entered Executive Session at 7:34 p.m.
Council resumed regular session at 8:40 p.m.
ADJOURNMENT
Alderman Amundson made motion, seconded by Alderman Neumann, to adjourn the regular City Council Meeting at 8:41 p.m.. Roll Call Vote: All Ayes. Motion passed.
