City of Marquette Heights City Council Met Aug. 9.

CALL TO ORDER
The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.
ROLL CALL
Aldermen present for Roll Call: Alderman Greiner, Little, Neuhaus, Amundson, Neumann, and Naugle.
Also present were Clerk Steele, Treasurer Harris, Attorney Herman, Public Works Director Brown, Police Chief Merritt, Assistant Fire Chief Hermacinski, Deputy Clerk Reynolds, and Building Inspector Dearborn.
Absent: Office Manager Minson and Fire Chief Fortier.
REPORTS OF CITY OFFICIALS
Mayor
No report.
Clerk
City wide garage sales will be September 18th. Sign-up sheets for the maps will be available online provided by the Fire Department.
Maria is recovering from surgery and doing well.
The semi-annual review of executive minutes will be done at the August 23rd council meeting.
Treasurer
Line of Credit at Bartonville Bank will be renewed.
Attorney
No report.
Communication
None.
Citizens Wishing to Address the Council
Colleen Lickiss, 810 LaSalle Blvd., asked about her proposal to fund purchasing and displaying an American flag at the entrance of LaSalle Blvd. Waiting on information about lighting, electrical, concrete, pole, and cost of flag.
Mrs. Lickiss gave an $800 donation to pay for the new police sign at the city building.
REPORTS OF STANDING COMMITTEES:
Water and Sewer – Alderman Neuhaus
Alderman Neuhaus requested executive session after meeting to discuss personnel.
Sixty meters will be purchased to replace old meters.
Flush hydrant is in.
Law Enforcement – Alderman Naugle
Squad 17-1 will have all coils replaced by Velde for sum not to exceed $975.00. This will be on next meeting agenda for approval.
An officer did not pass the PT test for Academy. Mayor Hamm, Police Chief Merritt, and Alderman Naugle will meet about staffing and shift coverages of our city and Creve Coeur.
Streets – Alderman Little
Curb work has begun.
Terms for replacing Hustler would be $990 per month for 3 years. Would use ARPA funds until end of this fiscal year and new budget is made.
Plans are to sell old Hustler mower by sealed bid with a minimum $2,000.00 bid.
Break line on street sweeper has been repaired.
Public Buildings / Parks – Alderman Greiner
Storm clean up on Lincoln and LaSalle is being done.
Fire – Alderman Amundson
Fire Engine 312 is back in service. No invoice yet for repairs.
Planning – Alderman Neumann
Alderman Neumann reminded all who will be going to the IML Conference next month to plan and schedule which seminars and events they plan to attend.
CONSENT AGENDA:
Approve July 26, 2021, Regular Council Meeting minutes.
Approve Fire Engine 313 loan payment to Better Banks for $3,119.79.
Approve Police Squad 21-1 loan payment to Better Banks for $757.36.
Approve Bi-Monthly expenditures in the amount of $114,079.87.
Approve sale of 45 gold coins left from the 50th Anniversary Celebration to the public for $10.00 each.
APPROVE CONSENT AGENDA:
Alderman Little made a motion, seconded by Alderman Greiner to approve the consent agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.
NEW BUSINESS:
1. Alderman Naugle made a motion, seconded by Alderman Greiner to table the motion to approve purchasing new police sign, funded by police department donations. Roll Call Vote: Ayes – Alderman, Naugle, Greiner, Amundson, Neuhaus, Neumann, and Little. Nays – None. Motion passed.
2. Alderman Little made a motion, seconded by Alderman Amundson to approve purchase of Exmark 96-inch mower from German Bliss for sum not to exceed $34,395.50. Roll Call Vote: Ayes – Alderman Little, Amundson, Naugle, Greiner, and Neumann. Nays – Alderman Neuhaus. Motion passed.
3. Alderman Little made a motion, seconded by Alderman Naugle to approve selling Hustler mower by sealed bid with a $2,000.00 minimum bid. Motion amended to open bids on August 10 and close bids on September 13th at 5:00 p.m. Roll Call Vote: Ayes – Alderman Little, Naugle, Neuhaus, Greiner, Neumann, and Amundson. Nays – None. Motion passed.
ANY OTHER BUSINESS PERTAINING TO THE CITY
Public Works Director Brown will reach out to Pekin Park District about limbs down in their area on LaSalle.
ADJOURNMENT
Alderman Neuhaus made motion, seconded by Alderman Neumann, to enter executive session at 7:40 p.m. for the purpose of discussing specific personnel. Roll Call Vote: All Ayes. Motion passed.
Council exited regular session and entered executive session at 7:44 p.m.
Council resumed regular session at 8:06 p.m.
Alderman Little made a motion, seconded by Alderman Neumann to adjourn the regular City Council meeting at 8:06 p.m. Voice Vote: All Ayes. Motion passed.
