City of Marquette Heights City Council met Aug. 23.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Neuhaus, Naugle, Amundson, Little, Greiner, and Neumann.

Also present were Deputy Clerk Reynolds, Treasurer Harris, Attorney Herman, Public Works Director Brown, Police Chief Merritt, Fire Chief Fortier, and Building Inspector Dearborn.

Absent: Office Clerk Steele and Manager Minson.

REPORTS OF CITY OFFICIALS

Mayor

Mayor credited Public Works Department for doing well on last weeks’ water main break.

Due to extreme heat, Liberty Hall will be open for the next two days as a cooling center.

Clerk

Absent. Deputy Clerk Reynolds reminded council that the September committee meeting will be on Tuesday, September 7th due to the Labor Day holiday. Clerk Steele will be absent for the September committee meeting.

Cancellation deadline for the IML Conference is September 8th. Please inform the office before then or we will not receive any refund.

Treasurer

Audit is done. Attorney Herman will review.

Attorney

Memo was given to council members. Right-Of-Way Ordinance will be discussed at the September committee meeting.

Communication

None.

Citizens Wishing to Address the Council

Colleen Lickiss, 810 LaSalle Blvd. donated $10,000.00 to the city for flag project and memorial.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

Water main break occurred on Cavelier last week. It has been repaired.

There have been 90 requests for JULIE locates in August.

Law Enforcement – Alderman Naugle

Police staffing and work calendar was presented to council. Meeting was had with Creve Coeur regarding staffing and shift coverages. Will also talk with North Pekin about coverages.

Streets – Alderman Little

Information is being collected on ordinance for right-of-way. Public Works Director Brown will send an email to all council with findings and questions.

Hot patch work will resume at the end of this week.

Policy about driveways was mentioned.

Public Buildings / Parks – Alderman Greiner

Liberty Hall rules and regulations will be reviewed to determine if any updates are needed.

Fire – Alderman Amundson

Fire Department will have their annual Kindergarten Field Trip. They will coordinate with city office for insurance requirement for the school.

City Wide Garage Sales will be September 18th.

Planning – Alderman Neumann

No report.

CONSENT AGENDA:

Approve August 9, 2021, Regular Council Meeting Minutes.

Approve August 9, 2021, Executive Council Meeting Minutes.

3. Approve Bi-Monthly expenditures in the amount of $90,788.56 .

Approve August 16, 2021, Special Meeting Minutes.

Approve payment to Velde not to exceed $975.00 for replacing all coils on Squad 17-1.

Approve $2,000.00 annual salary increase for Public Works Director Brown, Retro-active back to July 9, 2021.

Approve contract with G.A. Rich to begin work on Phase 2 of the water tower.

Approve employees VSP Vision Care Insurance annual renewal, effective December 1, 2021.

Approve $540.00 payment to Turnbull Electronics for annual monitoring service.

Approve $4,341.32 payment to Altorfer for repairs to drive shaft on Fire Engine 312.

Approve $891.00 payment to PTC Select for 9 - Office 365 Applications for council members laptops ($99.00 each).

Approve $21,000.00 payment to Hjerpe & Tennison CPA for year-end audit of 4/30/2020.

ITEMS REMOVED FROM CONSENT AGENDA:

Item #11 of the Consent Agenda was removed. Alderman Greiner made a motion seconded by Alderman Little to approve tabling the motion to approve $21,000.00 payment to Tjerpe & Tennison CPA for year-end audit. Roll Call Vote: All Ayes. Motion passed.

APPROVE CONSENT AGENDA:

Alderman Little made a motion, seconded by Alderman Greiner to approve Consent Agenda items 1-10, excluding item 11. Roll Call Vote: All Ayes, Motion passed.

NEW BUSINESS:

1. Alderman Little made a motion, seconded by Alderman Amundson to table the motion to approve $2,800 from the Street Department to repair sidewalk curb and driveway apron at 406 Pontiac Road. Roll Call Vote: All Ayes. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY

None.

ADJOURNMENT

Alderman Neumann made a motion, seconded by Alderman Greiner to adjourn the regular City Council meeting at 7:48 p.m. Voice Vote: All Ayes. Motion passed.
