City of Marquette Heights City Council met Oct. 11.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Amundson, Neumann, Naugle, and Neuhaus.

Also present were Clerk Steele, Attorney Herman, Public Works Director Brown, Police Chief Merritt, Fire Chief Fortier, Deputy Clerk Reynolds, and Building Inspector Dearborn.

Absent: Alderman Little, Alderman Greiner, and Office Manager Minson.

REPORTS OF CITY OFFICIALS

Mayor

No report.

Clerk

No report.

Treasurer

No report.

Attorney

Appropriations should be reviewed and approved the first quarter of the year. Attorney Herman will create a more detailed appropriations and submit a draft to council to approve for the next council meeting.

Communication

A “Thank you” letter for Jennifer Halleen’s Celebration of Life was read aloud. Dr. Halleen acknowledged the outstanding work the Fire Chief and four volunteer firemen provided at the Closing of Shift Ceremony for Jennifer.

Citizens Wishing to Address the Council

None.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

Continuing to complete fire hydrant flushing.

Law Enforcement – Alderman Naugle

Finalizing the contract for mutual aid with Creve Coeur. Each department will follow their own Departments policies. Creve Coeur will not be allowed to use our squad cars.

Streets – Alderman Little

Street crew is two weeks out on curbs and sidewalk work. Street sweeping will take place later this week.

Public Buildings / Parks – Alderman Greiner

Bench forms are set in Marquette Heights Park.

Plumber has added a cleanout in women’s restroom at the City Office. PWD is working on a way to use ADA funds in the men’s restroom. Work to continue with flagpole. Waiting on electrical. Contractor to meet with Ameren on Friday, October 15th.

Fire – Alderman Amundson

The Illinois Fire Department COVID-19 Relief Grant has awarded $10,773.00 to Marquette Heights FD.

Marquette School demonstration went well.

Spook Hollow fire inspection was completed and in compliance.

A thank you to Deputy Clerk Reynolds for the help with the COVID Relief Grant.

Planning – Alderman Neumann

Executive session requested to discuss setting a price for real estate.

CONSENT AGENDA:

Approve September 27, 2021, Regular Council Meeting Minutes.

Approve September 27, 2021, Executive Council Meeting Minutes.

Approve Bi-Monthly expenditures in the amount of $108,496.80.

Approve Resolution for Semi-Annual Review of Closed Meeting Minutes.

Approve $3,119.79 payment to Better Banks for monthly Fire Engine 313 loan.

Approve $757.36 payment to Better Banks for monthly Police Squad 21-1 loan.

Approve $947.08 payment to Better Banks for monthly X-Mark mower loan.

Approve $2,006.37 to Ferguson Waterworks for annual one-year Neptune agreement.

Approve $525.00 to Mid-West Truckers Association for annual Random Drug Testing for 2022.

Approve $1674.00 to Advance Medical Transport for two sets of pads and batteries.

Approve payment not to exceed $1000.00 for all police service caliber ammunition.

Approve $1541.00 to TC3 for Quarterly Dispatch Fee Nov 2021 – Jan 2022.

Approve $1575.00 to Midwest Business for IT support services.

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Alderman Amundson to approve the consent agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.

NEW BUSINESS:

Alderman Neuhaus made a motion, seconded by Alderman Neumann to approve $2,250.00 to Pittsburgh Paint for inspection of water tower on LaSalle. Alderman Neumann expressed concern about the city losing six months of inspections. PWD Brown wants to get it approval and completion of this inspection on this year fiscal year budget. Tower is out of compliance but has been reported so its in the clear. Tower is a work still in progress for prep inspection. Roll Call Vote: All Ayes. Motion passed.

Attorney Herman left this meeting at 7:33 pm.

ANY OTHER BUSINESS PERTAINING TO THE CITY

City employee will be working second shift Friday and Saturday during Spook Hollow. Tasks have been given besides just restocking the bathroom and trash removal. Alderman Neumann remarked full-time employees have never worked the Spook Hollow’s evening hours. It has always been done by part time. Alderman Neuhaus stated being short staffed and picking up responsibilities will leave us shorthanded. PWD Brown will cover the first Saturday’s night shift.

Alderman Neumann made a motion, seconded by Alderman Amundson, to enter executive session at 7:40 p.m. for the purpose of discussing wages, benefits for non-union employees. Roll Call Vote: All Ayes. Motion passed.

Council exited regular session and entered executive session at 7:40 p.m.

Council resumed regular session at 8:35 p.m.

ADJOURNMENT

Alderman Neumann made a motion, seconded by Alderman Naugle, to adjourn the regular City Council Meeting at 8:36 p.m. Roll Call Vote: All Ayes. Motion passed.
