City of Marquette Heights City Council met March 28.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Little, Naugle, Amundson, Neumann, Greiner and Neuhaus.

Also present were Clerk Steele, Attorney Hermann, Public Works Director Brown, Fire Chief Fortier, Police Chief Merritt, Office Manager Minson, Deputy Clerk Reynolds, and Building Inspector Dearborn.

REPORTS OF CITY OFFICIALS

Mayor

Mayor Hamm read a proclamation declaring April 2022 as Parkinson’s Awareness Month.

Clerk - Deputy Clerk Reynolds

The city office will be closed March 31 and April 1 for computer software upgrades.

Treasurer

Attorney

Communication

No Report.

Citizens Wishing to Address the Council

None

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

Briarwood & Pontiac lift stations have been self-reported to IEPA.

Public Works Director Brown met with Pekin Park District last week.

Public Works Director Brown has been in contacts with three local schools to see if an internship program could be established. Public Works Brown will be at Limestone and Pekin High School for a Career Day on April 29.

Law Enforcement – Alderman Naugle

No report

Streets – Alderman Little

Public Works Director Brown presented the Stormwater Outfall Survey and Inspection Report.

Alderman Little was asked to put a project for the LaSalle storm sewer on the agenda using MFT funds. MFT funding for this project was approved in December of 2021.

Public Buildings / Parks – Alderman Greiner

Since no bids were received this month, ADA bids for the Tazewell County grant will go up for a rebid.

Prairie Grass Burn was a success.

Brush burning is complete at frisbee. Public Works Director Brown will consider establishing a concrete pad to conduct burns on in the future.

A public works employee passed his pesticide training.

Spook Hollow work for the installation of concrete pads and walking at Independence Park has begun.

A quote in the amount of $3,750.00 was obtained for a concrete pad for an ADA Swing.

The price on tonight’s agenda item to purchase a water fountain has gone up.

Fire – Alderman Amundson

Annual ISO Report has been done.

Planning – Alderman Neumann

Discussion of budgets will begin tonight.

Old Business

CONSENT AGENDA:

Approve March 14, 2022, Regular Council Meeting Minutes.

Approve Bi-Monthly Expenditures in the amount of $89,910.73.

Approve IEPA Sewer Rehab semi-annual payment of $23,124.60.

Approve $600.00 to LaHood Construction for water main break repairs.

Approve $840.50 to G.A. Rich & Sons for Sangamon & Beloit water break repairs.

Approve $1,863.75 to A&B Hunter Sewer Service for Sangamon & Beloit water break repairs.

Approve Creve Coeur Wastewater Budget for May 2022 - April 2023.

ITEMS REMOVED FROM CONSENT AGENDA:

Alderman Greiner made a motion seconded by Alderman Little to remove Item #7 from the Consent Agenda.

Changing verbiage to include $8,808.22 per month to Item #7.

Approve Creve Coeur Wastewater Budget for May 2022 - April 2023 to include payment of $8,808.22 per month.

APPROVE CONSENT AGENDA:

Alderman Amundson made a motion, seconded by Alderman Greiner to approve the Consent Agenda with the corrections to # 7. Roll Call Vote: All Ayes, Motion passed.

NEW BUSINESS:

Alderman Neumann made a motion, seconded by Greiner to approve ordinance adopting a Whistleblower Protection Policy. ORD # 925. Roll Call Vote: All Ayes. Motion passed.

Alderman Greiner made a motion, seconded by Naugle to approve $2,389.00 to purchase a water fountain to be installed between water tower and Men’s Club building. Roll Call Vote: All Ayes. Motion passed.

Alderman Little made a motion, seconded by Neumann to approve to repair dump truck 315 leaf springs at Buhs Truck and Trailer for a cost of $2160.00. Roll Call Vote: All Ayes. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY;

Attorney Hermann reviewed a letter given to the Council from Building Inspector Dearborn regarding new residence at 401 LaSalle having a sidewalk. 401 LaSalle is not part of a subdivision and would not be required to have a sidewalk by Ordinance.

A review of two departments FY23 budgets.

ADJOURNMENT

Alderman Greiner made a motion, seconded by Alderman Little, to adjourn the regular City Council Meeting at 8:41 p.m. Roll Call Vote: All Ayes. Motion passed.
