City of Minonk City Council met July 5.

Here are the minutes provided by the council:

CALL TO ORDER: The July 5, 2022, meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Marcoline

ROLL CALL BY CITY CLERK: Those in attendance: Council Members Lisa Junker, Julie McNamara, Travis Nix, Russell Ruestman, and Jonathan Stears. ABSENT: Trent Ruestman Also in attendance: City Administrator Bill Moline, City Clerk Leta Janssen, City Treasurer Steve O'Riley

CONSENT AGENDA:

A. To approve and file the following:

1. Minutes of June 6, 2022 City Council Meeting 2. Minutes of the May 26, 2022 Filger Library Trustees Meeting 3. June 2022 Accounts Payable paid in July in the amount of $103,988.08 4. May 2022 City Collector's Report in the amount of $239,868.28 5. May 2022 City Clerk's Report in the amount of $166,215.37

6. May 2022 City Treasurer's Report in the amount of $3,751,998.36 Council member Stears moved to approve the Consent Agenda as presented, second by Nix.

REGULAR AGENDA:

A. Review and approve the June 6, 2022, Executive Session Minutes

Council member McNamara moved to approve the June 6, 2022, Executive Session minutes as presented, second by Nix.

YEAS: McNamara, Nix, Junker, R Ruestman, Stears

NAYS: None

MOTION APPROVED

B. Consideration of Ordinance 2022-07 - City authorizing the issuance of an installment Contract and of General Obligation Debt Certificates evidencing the amounts payable such installment Contract and of aggregate principal amount of not to exceed $430,000 to finance improvements to the sewer system Moline explained this is an ordinance of intent whereby if approved no bonds will be sold or money exchanged at this time. Once approved the ordinance will be published in the paper for two weeks followed by a public hearing. The city will have up to three years to issue bonds which will provide time to make decisions about sewer projects, Council member McNamara moved to approve the Ordinance 2022-07 as presented, second by Junker.

C. Discuss Bids for New Skid Steer

Moline received 4 bids for a new skid steer. He plans to move forward with the Case bid to stay with the same type of equipment. Total cost with trade-in is $28,500 and is included in the budget.

D. Approve Adding JR Dunning to the City of Minonk Zoning Board

This appointment is to fill the vacancy when Jerry Welch retires at the end of the year. Council member R Ruestman moved to approve the appointment, second by Nix.

MOTION CARRIED

ADMINISTRATORS REPORT: Moline updated Council on the following:

• Signs were completed and will be installed for the Jack Jochums Press Box and illegal dumping at the brush pile.

• All 20 of the trees approved by Council have been spoken for.

• Sidewalk repair work continues

• Provided an update on ordinance violations

• The pipe valve at the sewer plant has been installed.

• Filger Library has received two bids for building repairs for plaster and painting. Quotes range from $7,300 - $8,870.

• A successful 4th of July weekend was held.

• Sinkhole repairs are in progress.

• The levy for the Dana Ambulance service passed which will provide funds to Minonk Ambulance for their Dana calls.

• The city automobile has sustained damage and will be repaired.

• No new information on the Chestnut Street refinish project

• Treasurer O'Riley provided an update on the annual publication of the annual treasurer's report.

OLD AND UNFINISHED BUSINESS: None

NEW BUSINESS: None

PUBLIC COMMENTS: Jim Liner commented on the street repairs.

COMMITTEE REPORTS: None

CITY COUNCIL COMMENTS: McNamara received compliments on the ADA sidewalk ramps installation. She reported on a complaint received about hard road surfaces for bicycles, and thanked everyone involved in the July 4th weekend celebration. Stears reported the boys baseball and t-ball summer season is complete and went well. He also thanked the July 4th weekend committee. Junker has received complaints about drivers disobeying stop signs. Moline will follow up with the officers.

MAYOR COMMENTS: The Executive Session scheduled for tonight's meeting is cancelled.

ADJOURNMENT: R Ruestman moved that having completed the business meeting of the Minonk City Council the meeting is adjourned at 6:25 pm, second by Nix.
