Village of Bellevue Board of Trustees met July 12.

I. CALL TO ORDER
The Village of Bellevue Mayor called the Village of Bellevue meeting to order at the Village Hall. He indicated that an audio tape recording was made of all discussions during the Regular Session.
The Meeting was called to order at 6:00 p.m.
II. ROLL CALL
Mayor Merriman asked for Roll Call Attendance to be taken by Mrs. Pesch.
Present: Trustee Aaron Lannert, Trustee Judith Wight, Trustee Leroy Wiseman, Trustee Ross Pesch
Absent: Trustee Martin Schuettler, Trustee Sandra Cooper
Also in Attendance: Mayor Dean Merriman; Attorney Lane Alster; Steve Wilson, Village Public Works; Matthew Raible, Village Zoning Officer; Susan Pesch, Village Clerk; Francis Heskett, Village Resident; Marcia Merriman, Village Resident; Terry Elston, Village Resident
III. ACTION ITEMS
A. Trustee Wight made a motion to approve the Regular Session Minutes held on June 28, 2022. Trustee Lannert seconded the motion. There was no further discussion.

B. Trustee Lannert moved to approve the Bills for July 12, 2022. Trustee Wiseman seconded the motion.

IV. PRESENTATION FROM THE AUDIENCE
Mayor Merriman thanked the visitors in attendance and gave them an opportunity to address the Village Board.
V. NON-AGENDA BUSINESS BY BOARD MEMBERS AND VILLAGE EMPLOYEES
Mayor Merriman asked if there was any non-agenda business to be brought before the Board from either Village Trustees or the Village Employees.
Mayor Merriman stated that Mrs. Noel is on vacation this week.
Mr. Wilson informed Board members that work on Anna Hill is on hold until next year for asphalt, Repair for the water main on Oak View Dr., is also scheduled for next year. Work is scheduled for water main replacement East of Anna Rd. including Closen Rd., Eastland Ave., Roseland Ave, and Ridgeview Lane. Mayor Merriman asked if the Village has drainage to be fixed. The work could be done at the same time. Once the water main repairs have been made, they will have to fix the roads. They are currently new roads.
Trustee Lannert asked if road paint is available to purchase for lines at the stop signs within the Village. This would help when the Officer is around. Mr. Wilson commented that West Peoria is selling a paint line striping machine. It is $400 to rent a paint striping machine per day.
Trustee Lannert inquired about the Ordinance concerning reckless driving. Attorney Alster responded that it is hard to implement changes and override state laws. He was not sure if it would be effective. The problem is road control. There is only so much that we can do with the rules.
Trustee Lannert asked if there is an Ordinance that the Village can draft to make businesses more presentable. If we want to draw businesses into the Village of Bellevue, we need to set standards and have individuals clean up their property. Attorney Alster stated that some businesses could be in violation of property maintenance codes. Trustee Lannert stated that he did not want to pick on any individuals. With Dollar General coming into Bellevue, we need to clean up the Village. Mayor Merriman asked Mr. Raible to check into businesses in regards to cleaning up weeds or moving barrels.
Trustee Wiseman inquired about the tree on Closen Rd. Attorney Alster responded that there are Executor issues with the property. The Executor named in the Will, did not wish to fulfill that role. The individual that will be the new Executor is going through the legal process. Once this individual is named as Executor, the tree will be taken care of.
Trustee Wiseman commented about all of the fireworks around the Village of Bellevue. Mayor Merriman stated that it was happening all over.
Attorney Alster stated that he passed out information in regards to the Bosch Road TIF. When the Village created the redevelopment agreement with the Villas at Hollybrook in 2019, part of the agreement reflected that they would get 50% of their increment on their lot going forward, due at the end of each year. This would be received through a certain time period. Attorney Alster believed that it was for a 5-year period, but would have to verify. The first payment was due at the end of 2020. The chart explains what the Bosch Road TIF has been doing. It has done better each year because of other developments. Attorney Alster reviewed the information on the chart and the amounts that the Village receives. The Village owes $58,782.89 which should have been paid in December 2021. The amount owed for the 2021 tax year is due in December of 2022. This amount is $91,708.34.
VI. ACTION ITEMS
A. Trustee Lannert moved to approve the Ordinance Authorizing An Agreement For The Purchase Of Certain Real Property. Trustee Pesch seconded the motion. Attorney Alster stated that the Village of Bellevue will be purchasing the property for $807.00 @ 5401 Hi-Way. The contract will be taken to the Peoria County Review Board. Once reviewed, the deed will be placed in the name of the Village of Bellevue.

B. Trustee Lannert moved to approve to update the Village website through Web Services, Inc. Trustee Wight seconded the motion. Mayor Merriman informed Board members that the current Village website is outdated. Web Services, Inc. proposed updating the website for $1,200. Mrs. Pesch received information that other companies could potentially charge $5,000 to create a website for the Village.
