City of Chillicothe Public Works Committee met Oct. 19.

Here are the minutes provided by the committee:

The public works committee at 4:30 p.m. in the council chambers at city hall. Present: Chairman Gould, Alderperson Bredeman, Alderperson Sharp, Superintendent of Public Works Sutherland, Office Manager Passage.

Chairman Gould called the meeting to order at 4:30 p.m.

PUBLIC COMMENT

Debra Johnigk 1007 Cutright addressed the committee regarding the rock and water run off that goes onto the sidewalk at her house from the IVC School District’ s property. She wanted to know why the city is responsible for the water run off from the IVC School District property. Superintendent Sutherland stated that he is currently working with the city engineer to determine a solution to the issue.

PURPOSE

Training – CDL Course – Superintendent Sutherland advised the committee that two public works employees enrolled in the CDL Course at ICC. The cost per employee is $4,515.00. He advised that each employee has signed the employment agreement as outlined in the memorandum of understanding that the city approved between the Teamsters Union and the City. He explained that the expense is an unexpected expense due to the state passing the requirement of the class course. There is money in the appropriation to cover the cost, $5,000 in training line item in the Water/ Sewer Fund and $5,000 in training line item in Road & Bridge. A discussion ensued and the consensus of the committee was to seek approval for the expense at the October 24, 2022 council meeting.

Repair Truck 28 – Superintendent Sutherland advised the committee that Truck 28, which is a dump truck needs repaired. He explained that the city mechanic can make all the necessary repairs, however; the parts necessary for the repairs will cost $2,650.48. All the parts will be purchased from Center State. The expense will come from the Road & Bridge fund. The consensus of the committee was to seek approval for the expense at the October 24, 2022 council meeting.

Sidewalk Program Application - Office Manager Passage stated there were no application received and the program will close for the season.

High Usage Waiver – Office Manager Passage stated that the high usage waiver that was submitted by Crystal Hackett of 1525 David was referred back to Superintendent Sutherland at the last meeting. Superintendent Sutherland advised the committee that he investigated the usage and his recommendation has not changed, which was to deny the waiver. After discussion, the consensus of the committee was to deny the waiver request.

Project Update – Superintendent Sutherland reported that the fire hydrant on the corner of Walnut and First is leaking, however; it will not be repaired until spring. He advised he will backfill the area so the concrete sidewalk can be installed. Engineer Horton stated he will contact the contractor to advise they can proceed with the installation of the concrete next week.

Engineer Horton reported:

The STGB grant application for Cloverdale road was submitted. A total of eight applications were received through PUATTS. A review of the applications will be completed by the puatts board.

The drainage grant for $250,000.00 will be submitted with no city match

The Cutright Park Bathroom Renovation project should be completed by Friday October 28 

The plans for the Sycamore Road Improvement are being reviewed.

OLD BUSINESS

Drainage – Nothing to report

Update Santa Fe Wells – Superintendent Sutherland reported that the EPA well permits have been received for the new well and the repair of the old well. Superintendent Sutherland advised the committee he is working on locating a valve to be able to shut down the water supply to the pump house so the plumbing may be completed when necessary. At this time, he has not located a valve. A discussion ensued regarding options should a valve not be located.

Update Chestnut Well – Superintendent Sutherland advised work is scheduled for November.
