City of Marquette Heights City Council met Oct. 24.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

 ROLL CALL

Aldermen present for Roll Call: Alderman Little, Naugle, Amundson, Neumann, Neuhaus, and Greiner.

Alderman Greiner was in attendance remotely due to medical, preventing her physical attendance. 

Also present were Clerk Steele, Treasurer Harris, Attorney Hermann, Public Works Director Brown, Police Chief Merritt, Office Manager Minson, Fire Chief Fortier, and Building Inspector Dearborn.

Treasurer 

Savings balances for departments of the City are dangerously low. Will work with office to review service prices and look at options to generate revenue. More discussion to come.

Attorney

No Report.

Communication

None. 

Citizens Wishing to Address the Council

Michael Overholt, President of Marquette Heights Men’s Club, expressed gratitude to the different departments and everyone who had helped with this year’s Spook Hollow Event. This Saturday trunk or treat at the school will be at 5:30 pm.  At 6:00 pm the Not So Scary event at Spook Hollow, which will be followed up by a bonfire presented by Bridgeway Church.

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

Public Works Director Brown has been working with Illinois Rural in contact with Groveland to support the Briarwood Community during repairs.

Fire hydrant flushing continues this week.

Scheduling a class with water employee and set exam date for December 13 to take Class D license.

Public Works Director Brown will be creating an informational handout for residents addressing questions about PFAS. Director Brown would like this handout to be posted on website and on social media and be available for residents for pick up at the city office.

Law Enforcement – Alderman Naugle

Squad 17-1 took back to Mid-Illini for overheating.

December 28th is the estimated shipping date for new cameras.

Streets – Alderman Little

Public Works Director Brown gave an update on dump truck 316.

Truck 315 is being prepped for winter.

Decision to be made about MFT to save or take general deduction. More to come.

Employee lost for winter plow season.

Alderman Little will not be running for his Council position for the next term.

Exec Session called for TC1, TC11, TC12 

Public Buildings / Parks – Alderman Greiner

Fascia is up on the front of City Hall building.

Leaf mulching, mowing.

Rec Association lease update.

Work continuing on the emergency siren. Found a fault in signal, working with Ragan Communications to correct issue with TC3.   

Fire – Alderman Amundson

Truck 313 has issue with stop engine alarm.

Planning – Alderman Neumann

No Report.

Building Inspector – Dana Dearborn

No Report.

Old Business

CONSENT AGENDA:

  •  Approve October 10, 2022, Regular Council Meeting Minutes.
  •  Approve Bi-Monthly Expenditures in the amount of $58,827.94.
  •  Approve $504.93 to Atlas Supply for cleaning supplies, tissue, paper towels.
  •  Approve $2,765.61 to Midwest Business Networking for IT support, etc.
ITEMS REMOVED FROM CONSENT AGENDA:

None.

APPROVE CONSENT AGENDA:

Alderman Neumann made a motion, seconded by Alderman Amundson, to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes, Motion passed. 

NEW BUSINESS

  •  Alderman Neuhaus made a motion, seconded by Amundson to approve $678.88 to Essence Chemical Co. for cleaning chemicals. ($162.50 - Water/Sewer, $487.50 - Streets). A correction on the split of funds should reflect ($162.50 - Water/Sewer, $516.38 - Streets). Roll Call Vote: All Ayes. Motion passed. 
  •  Alderman Neuhaus made a motion, seconded by Little to approve $1,350.00 to Hawkins Water Treatment Group, Inc for a new chlorine pump. Roll Call Vote: All Ayes. Motion passed. 
  •  Alderman Amundson made a motion, seconded by Little to approve payment to Getz not to exceed $800 for hydro testing air pack bottles. Roll Call Vote: All Ayes. Motion passed.
  • Alderman Amundson made a motion, seconded by Naugle to approve payment to Lusk Fire and Safety not to exceed $600 for pump testing. Roll Call Vote: All Ayes. Motion passed  
ANY OTHER BUSINESS PERTAINING TO THE CITY.

Lisa Joos of 615 Joliet has a concern about handicap parking at the Dollar General. Police Chief Merritt is aware of the issue and is working with the business.

Alderman Little made a motion, seconded by Amundson, to enter Executive Session at 7:32 p.m. for purpose of discussion of litigation. Roll Call Vote: All Ayes. Motion passed.

Council exited Regular Session and entered Executive Session at 7:33 p.m.

Council resumed Regular Session at 7:35 p.m.

Presentation of retirement plaques to Todd Fortier and Brad Aschenbrenner.

ADJOURNMENT

Alderman Little made a motion, seconded by Alderman Naugle, to adjourn the regular City Council Meeting at 7:43 p.m. Roll Call Vote: All Ayes. Motion passed.
