City of Chillicothe Finance Committee met Nov. 16.

Here are the minutes provided by the committee:

The finance committee met on November 16, 2022, at 4:30 p.m., in the council chambers at City Hall. Present: Chairman Vanbruwaene, Alderperson Sharp, Alderperson Braun, Mayor Hughes, Office Manager Passage,

Chairman Vanbruwaene called the meeting to order 4:30 p.m.

PUBLIC COMMENT

No public comment

PURPOSE

Budget Review 22-23 - Office Manager Passage gave an overview of the 2nd quarter budget report. Office Manager Passage reported 106 vouchers were given out for the voucher program and 70 were redeemed.

Budget 23-24 - Office Manager Passage stated that it time to begin the process to prepare the 23-24 budget. She presented a tentative time table as follows:

February 15, 2023

March 15, 2023

Take Budget to Council

Christmas Bonus - Office Manager Passage stated that last year the City gave a $175.00 Christmas bonus to employees. A discussion was held regarding giving a Christmas bonus this year. The consensus of the Committee was to present to council the recommendation of a $175.00 Christmas bonus at the November 28 council meeting.

GFL Environment - Garbage - Chairman Vanbruwaene present some facts and data information regarding entering into a contract with GFL Environment for garbage collections and billing. See attached. A discussion was held regarding the information chairman Vanbruwaene presented. Chairman Vanbruwaene recommended that the next step would be to have the finance committee meet with GFL Environment to further discuss the issue.

Update - City Hall Renovation Project - Chairman Vanbruwaene reported that he has contacted Keach Architectural Design regarding the potential option for the renovation. Keach will advise what the next step will be.

New Business - Chairman Vanbruwaene reported to the committee Office Manager Passage had provided him the breakdown of how Chief Mettille was paid in his final check. He explained he had earned time accumulated, he received a prorated amount of time for 2022 and he had worked a portion of time.
