City of El Paso City Council met Nov. 21.

Here are the minutes provided by the council:'

Mayor Pro Tem: Motion by Kilpatrick, second by Staulcup to approve Alex Brucker as Mayor Pro-Tem for this meeting. Voice vote taken of all ayes. 

A Regular Meeting of the El Paso City Council was called to order by Mayor Pro-Tem Brucker on November 21, 2022 at 7:00 PM. 

Council Members Present: Kilpatrick, Brucker and Staulcup. Late: Moore at 7:11 PM. Absent: Mool. On Zoom: None. It was reported the meeting is being recorded. 

Present in Person: Treasurer Linda Haas, Attorney Stoller, Clerk David Fever, Public Works Supervisor Jones, and Police Chief Montemurro. Also present: Jennie Kearney as the local press. 

Also present by Zoom Application: Administrative Assistant Sandee Kessinger. Other name from zoom software was Kim, Karen and Lisa Hocker. 

Pledge of allegiance to the flag was recited. 

Approval of Agenda: Motion by Kilpatrick, seconded by Staulcup to approve the agenda as presented. Voice vote taken of all ayes. 

Consent Agenda. 

Council Minutes: The minutes of the November 7, 2022 City Council Meeting were presented in written form. 

Register of Bills: The Register of Bills in the amount of $ 83,668.41 as of November 21st was presented. 

Treasurer's Report: The Treasurer's report for the month ending October 31, 2022 showing investments, revenue and expenses was presented in written form. 

Zoning Board Minutes: The minutes of the November 10, 2022 Zoning Board Meeting were presented in written form. 

Approval of Consent Agenda: Motion by Staulcup, seconded by Barker to approve items on consent agenda. Voice call vote taken of all ayes. 

Public Comments: None. 

Old Business: None. 

New Business* 

Zoning Variance: Motion by Staulcup, seconded by Kilpatrick to accept a Variance for the property at 77 E Main St. for Leitrirn Land and Development LLC concerning set backs as proposed. Roll call vote taken of all ayes. 

Alderman Moore arrived at 7:11 P.M. 

2023 Insurance Renewal: Motion by Barker, seconded by Staulcup to approve proposed General Insurance and Workers Compensation renewal or for 2023 with Assured Partners. Roll call vote taken of all ayes. 

Proposed Ordinance 1056: After much discussion, Motion by Kilpatrick, seconded by Moore to table until December 5, 2022 meeting. Voice vote taken of all ayes. Council wishes for operating procedures be created prior to approval of Ordnance. 

Director of Public Service: Barry's report was presented in written and he was absent. 

Mayor's Report: The Mayor was absent and no report. 

City Council Comments: Alderman Kilpatrick was not pleased with new draft concerning SRO and School District. After much discussion some modifications are recommended. Alderman Moore complimented the Public Works Employees on constuction of Gazebo and sidewalks around it. 

Police Chief Report: The Chief presented his written report. Chief announced the return of Officer Barth to full time. 

Parks and Recreation Department: Colton was absent and report given in written form. 

Clerk's Report: The Clerk spoke of Caucus to be December 5, 2022 at El Paso District Library. Final Real Estate taxes should arrive by the end of November.. 

Attorney Stoller had nothing additional to report 

Public Works Supervisor: Nothing additional to report. 

Motion by Staulcup seconded by Moore to adjourn. Voice vote taken of all ayes. Meeting adjourned at 7:47 PM.
