City of Marquette Heights City Council met Nov. 28.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm.

ROLL CALL

Aldermen present for Roll Call: Alderman Little, Amundson, Naugle, Neuhaus, and Greiner.

Also present were Deputy Clerk Reynolds, Treasurer Harris, Attorney Hermann, Public Works Director Brown, Police Chief Merritt, Office Manager Minson, Fire Chief Hermacinski, and Building Inspector Dearborn.

Absent: City Clerk Steele and Alderman Neumann.

On December 9th, the City Office will be closing at 4 pm.

New office copier has arrived.

Line of credit up for renewal.

Citizens Wishing to Address the Council

REPORTS OF STANDING COMMITTEES:

Water and Sewer – Alderman Neuhaus

Water employee scheduled for Class C water license exam on December 13th.

Mayor Hamm, Alderman Neuhaus and Water Superintendent Brown will meet with Groveland Township to draft an agreement for water support to the Briarwood Subdivision.

Planning phase 2 sanitary sewer repair.

There will be a lane closure on the 700 Block of Joliet on Thursday, December 1st..

Call for Executive Session on Section 5 ILCS 120/2c:1

Law Enforcement – Alderman Naugle

Police department is giving a $400 donation to the Miner Explorer Program for helping during 2022 Spook Hollow event.

New Squad car has arrived.

Police Chief Merritt and Fire Chief Hermacinski will schedule a meeting to discuss the possibilities of transitioning the police squad 17-1 to a first response vehicle for the fire department.

Streets – Alderman Little

Former Public Works Director Brown is addressing a record keeping issue with IDOT for the bridge on LaSalle Blvd involving installation of gabion baskets.

Call for Executive Session on Section 5 ILCS 120/2c:1

Public Buildings / Parks – Alderman Greiner

Electrical issue at City Hall. More to come at next month’s committee meeting.

Christmas decorations and lights are up on the tree and City Hall.

The 5th Annual Christmas Tree Lighting & Community Sing will occur Sunday, December 4th at 6 p.m.

Locks at the Rec building and concession stand have been replaced.

Street department fixed a door at the Spook Hollow Building.

Fire – Alderman Amundson

Truck 313 parts are on back order.

Truck 413 is going into service on Wednesday.

Toys and non-perishable foods can be dropped off at Dollar General, Marquette School, and City Hall for the toy drive on December 16.

Planning – Alderman Neumann

Absent. No report.

Building Inspector – Dana Dearborn

No report.

Old Business

CONSENT AGENDA:

1. Approve November 14, 2022, Regular Council Meeting Minutes.

2. Approve November 14, 2022, Executive Council Minutes.

3. Approve Bi-Monthly Expenditures in the amount of $99,742.44.

4. Approve Resolution for semi-annual review of Executive Minutes. – Reso #579

5. Approve $1,655.00 to A/B Hunter Sewer Service for four (4) curb stop repairs.

6. Approve 2023 Tazewell County Animal Control Intergovernmental Agreement Contract for $3,470.65.

7. Approve Ordinance assessing Municipal Tax Levy for FY May 1, 2022 – April 30, 2023. – Ord # 931

8. Approve $1,691.95 to Ferguson for purchase of six (6) water meters.

ITEMS REMOVED FROM CONSENT AGENDA:

APPROVE CONSENT AGENDA:

Alderman Greiner made a motion, seconded by Alderman Naugle, to approve the Consent Agenda in its entirety. Roll Call Vote: All Ayes, Motion passed.

NEW BUSINESS

1. Alderman Greiner made a motion, seconded by Little to approve resolution amending agreement with Men’s Club of Central Illinois regarding addition of 2 wooden fence posts behind Spook Hollow building. Alderman Neuhaus expressed how he was dissatisfied with this amendment. Alderman Neuhaus - Abstain, Little – Aye, Greiner - Aye, Amundson – Aye, Naugle – Aye, and Neumann - Aye. Motion passed. Resolution #580.

2. Alderman Little made a motion to table the approval of the hiring and appointment of Nate Hoehn for Street Superintendent until after Executive Session. Seconded by Alderman Greiner. Roll Call Vote: All Ayes. Motion passed.

Following Executive session.

Alderman Little made a motion, seconded by Naugle to approval the hiring and appointment of Nate Hoehn for Street Superintendent at a salary of $50,000 effective immediately. Roll Call Vote: All Ayes. Motion passed.

3. Alderman Neuhaus made a motion to table the approval of re-appointment of Anthony Brown as Water Superintendent as of January 1, 2023 until after executive session. Seconded by Alderman Amundson. Roll Call Vote: All Ayes. Motion passed.

Following Executive session.

Alderman Neuhaus made a motion, seconded by Little to approve the re-appointment of Anthony Brown as Water Superintendent effective January 1, 2023, with a starting salary of $58,500. Roll Call Vote: All Ayes. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY.

Lisa Joos of 615 Joliet asked if the city needs help wrapping gifts for the toy drive. Alderman Little response was the public is invited to come help wrap toys Saturday December 16, at 8 am in Council Chambers.

Alderman Little made a motion, seconded by Neuhaus, to enter Executive Session at 7:19 p.m. for purpose of discussion of certain personnel compensation. Roll Call Vote: All Ayes. Motion passed.

Council exited Regular Session and entered Executive Session at 7:20 p.m.

Council resumed Regular Session at 7:57 p.m.

ADJOURNMENT

Alderman Greiner made a motion, seconded by Alderman Little, to adjourn the regular City Council Meeting at 8:04 p.m. Roll Call Vote: All Ayes. Motion passed.
