b. Motion to pass Resolution 2023-02 Authorizing Execution of a Service Agreement with the Lowest Responsible Bidder for the Supply of Electricity for Residential and Small Commercial Retail Customers Who Do Not Opt Out of Such a Program

c. Motion to authorize payment to Compass Minerals for salt in the amount of $5,680.88 (line item: 01-41-616)
