City of Chillicothe Public Works Committee met Feb. 8.

The public works committee met on February 8, 2023, at 4:30 p.m. in the council chambers at city hall. Present: Chairman Gould, Alderperson Bredeman, Alderperson Vanbruwaene, Alderperson Sharp, Alderperson Braun, Mayor Hughes, Superintendent of Public Works Sutherland, Office Manager Passage, Engineer David Horton
Chairman Gould called the meeting to order at 4:30 p.m.
PUBLIC COMMENT
No Public Comment
PURPOSE
Budget 22-23 - Superintendent Sutherland reported for the month of December the expense
percentages should be at 75% and the following expense percentages for the Month of January are as follows:
Road & Bridge - 26.23%
Motor Fuel Tax -37.44%
Water-46.20%
Sewer - 52.34%
Budget 23-24 - Superintendent Sutherland reported that he has submitted his budgets and is working with the Office Manager.
High Usage Waiver - Nothing to report
Televising Pine Street Storm Water Drain - Superintendent Sutherland reported that the cost to have the line televised is $4,112.00 payable to Hoer. He explained that the inspection showed that a liner needs to be installed and he is pending the cost to install the liner. The consensus of the committee is to request approval of the expense at the Feb. 13, council meeting.
Alderperson Braun asked if the city should consider purchasing this type of machine to save cost. Superintendent Sutherland stated that the cost of this type of machine is too expensive.
Landscape Waste Drop Off Schedule 2023 - Office Manager Passage presented the 2023 Landscape Waste Drop Off Schedule. The consensus of the committee was to present the schedule to the city council at the Feb. 13, council meeting.
Resolution - Agreement Funding IDOT - Traffic Light Improvement and Truitt Intersection - Engineer Horton explained that the next step in the process regarding repairing the Truitt intersection is to present a resolution prepared by I.D.O.T. regarding the agreement for funding. He explained that the City would be required to pay $217,352.00 with 80% upfront once the bids are accepted. The consensus of the committee was to present the resolution to council for approval at the Feb. 13 council meeting.
RBI Funds - Office Manager Passage explained that the RBI Funding is revenue the city received in Motor Fuel Tax Funds. The city received $401,816.28 in funds. She explained that the city has committed $325,000 of said funds for the Sycamore Street Project. She recommended that the city commit the remain funds to the Truitt Project. Since the Truitt Project is in conjunction with the state this project will qualify as there are specific requirement to use the funds that general make the project more expensive. Should the committee agree they need to take to council the recommendation to have the Engineer prepare the resolution committing the funds. She also explained that the resolution will not be brought back to council for actual approve until after the Sycamore Street Project bids are received. The reason for this is because should the bids come in lower then the amount remaining in RBI funds will change and that amount will be used. The consensus of the committee was to seek approve for the engineer to prepare the resolution at the Feb. 13 council meeting.
Overlay Program 2023 - Engineer Horton advised the committee that he has looked at the streets and proposed the following street for the Overlay Program:
1. The last Block of Elm to the West
2. Stanley from Walnut to Taylor Dr.
3. Pine Court - Off of Bradley
4. Chestnut Court - Off of Bradley
5. Cedar Court - Off of Bradley
6. Cutright - from Elm to Truitt
7. Matthews - from Santa Fe to Hoyt
He stated the projected cost for the overlay program is $166,000.00. He recommended that the committee review his recommendation and look at the streets to see if they have other areas they would like for him to look at. No action will be taken as this will be discussed at the next public works meeting.
Lien Report - Nothing to report
Project Update - Engineer Horton advised that the Cutright Park Restroom project is complete and asked that Superintendent Sutherland check the closure device for the doors to ensure it locks as anticipated. He advised that the bids for Sycamore Street Project are tentatively due March 17. He advised that the Benedict Street Bridge is due for inspection this month and recommend approval be given to the engineer to complete the inspection. Superintendent Sutherland stated that there is money in the budget for the inspection. The consensus of the committee was to seek approval at the Feb. 13 council meeting.
OLD BUSINESS
Update - Santa Fe Well - Superintendent Sutherland reported that they have broke through the rock in the drilling process.
