City of Chillicothe Public Safety Committee met March 7.

Here are the minutes provided by the committee:

Members of the Public Safety Committee met in person on March 7, 2023 at 4:30 p.m. in the council chambers at City Hall.

Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jenkins, Alderperson Braun, Alderperson Bredeman

Others in attendance in the Council Chamber: Mayor Hughes, Clerk Byrnes, Chief Cooper, Assistant Fire Chief Price, Alderperson Sharp

Chairman Jenkins called the meeting to order at 4:30 p.m.

PUBLIC COMMENT:

None.

BUDGET 22-23

Chief Cooper reported all line items were within budget guidelines.

PURCHASE TASER CARTRIDGES:

Chief Cooper presented to the Council the annual purchase request for Taser Cartridges in the amount of $1045.00. Payable to Axon. The consensus of the Committee was to seek approval from the Council.

PARKING – CEDAR STREET ACROSS FROM PEARCE COMMUNITY CENTER:

After Committee discussion it was the consensus of the Committee to remove the posted "No Parking" signs on Cedar Street across from Pearce Community Center. Signs were placed by the homeowners, not the City of Chillicothe, therefore the City of Chillicothe cannot enforce the "No Parking" signage. The signs are currently on City property and will need to be removed. Chief Cooper will speak with the homeowners regarding the removal of the signs and if not removed by the homeowners, Chief Cooper will direct the City of Chillicothe Public Works Department to remove them.

THREE WAY STOP – CLOVERDALE ROAD & SECOND STREET:

After a lengthy discussion and recommendation from the City Engineer Dave Horton(see attached) there was no consensus of the Committee to place a stop sign at the intersection of Cloverdale & Second Street. It was the consensus of the Committee that it would be further discussed at the next Public Safety Committee meeting.

MEG - FIDUCIARY

Chief Cooper spoke with the Director of MEG and they are in the process of drafting an Ordinance for the County to finalize taking over the Fiduciary responsibilities.

UPDATE: CHILLICOTHE POLICE DPARTMENT:

Chief Cooper gave a report on impounded vehicles and ordinance zone statistics. (See attached)

UPDATE: CHILLICOTHE COMMUNITY FIRE DISTRICT:

Assistant Fire Chief Dave Price reported a total of 90 calls to date for 2023.

Assistant Fire Chief Price reported that inspections are ongoing on both Carnegie Library and Gilmore's Sports Bar.

NEW/OLD PROPERTY MAINTENANCE:

The property maintenance issues located at 1007 Santa Fe was discussed. Since the property maintenance issues have not been addressed since April 15, 2022, the consensus of the Committee was to consult with City Attorney Kevin Day on the City's next step regarding this property. Clerk Byrnes was instructed to contact Attorney Kevin Day.

Mayor Hughes addressed the Committee stating he had several phone calls and complaints regarding the property located at 1007 Bradley. This property suffered a chimney fire on December 23, 2022 and deemed a total loss. Mayor Hughes reported he has received complaints regarding the lingering odor and the property being dangerous. Chief Cooper has contacted the homeowner who is awaiting a final claim from his insurance company. The consensus of the Committee was to consult with City Attorney Kevin Day on how to proceed.

Clerk Byrnes was instructed to contact Attorney Kevin Day.
