City of Minonk City Council met March 20.

Here are the minutes provided by the council:

CALL TO ORDER: The March 20, 2023 meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Marcoline

ROLL CALL BY CITY CLERK: Those in attendance: Alderpersons Lisa Junker, Julie McNamara, Travis Nix, Trent Ruestman, and Jonathan Stears. ABSENT: Russell Ruestman

Also in attendance: City Administrator Bill Moline, City Clerk Leta Janssen, Parks and Rec Committee members JT Gentes, Rose & JD Armes

REGULAR AGENDA:

a. Parks and Recreation Committee Discussion

Moline and Stears provided a history of the committee and programs indicating it’s a volunteer program and parental/community involvement is what has made the program successful. Committee members will follow up with Moline and Stears to discuss expectations of the program and ways to continue growing the program.

b. 2023-2024 Budget Discussion

Moline and Council reviewed and discussed the suggested budget numbers included in the meeting packet. Other budget items suggested include: 1) McNamara suggested an all-call system be purchased (Moline is receiving pricing), and 2) Moline reported there may be additional new employee costs due to the new CDL training requirements.

ADMINISTRATORS REPORT: Moline updated Council on the following:

∙ The budget public hearing notice will be published in the paper on April 6

∙ The public hearing for the budget is scheduled for April 17

∙ Moline will be on vacation the week of March 27

OLD AND UNFINISHED BUSINESS: None

NEW BUSINESS: None

PUBLIC COMMENTS: Rose and JD Armes thanked the Council for extending the invitation to the meeting and invited Council members to come watch soccer practice at Millenium Park.

COMMITTEE REPORTS: T Ruestman reported the Public Works Committee will meet on April 6 at 5:30 pm to discuss related 2023-2024 budget items.

CITY COUNCIL COMMENTS: Stears thanked the Parks & Rec committee members for attending the meeting.

MAYOR COMMENTS: None

EXECUTIVE SESSION: Alderperson Stears moved the City Council go into Executive Session at 7:12 pm for discussion on Employees of the Public Body; seconded by Nix.

YEAS: Stears, Nix, Junker, McNamara, T Ruestman

NAYS: None

APPROVED

ADJOURNMENT OF EXECUTIVE SESSION AT 7:40 PM AND BACK IN OPEN SESSION

ACTION AS REQUIRED FROM EXECUTIVE SESSION

Alderperson T Ruestman moved to approve a 3% salary increase for all employees in the 2023-24 budget year with the exception of higher increases to keep salaries competitive for Judy Vitale (increase to $16 per hour), Kaitlyn (ambulance employee, increase to $14.42 per hour), and the summer employees (increase to minimum wage of $13 per hour), and to approve the 3% one-time incentive payout to offset inflation; seconded by Stears.

YEAS: T Ruestman, Stears, Nix, McNamara

NAYS: None

ABSTAIN: Junker

APPROVED

ADJOURNMENT: Alderperson T Ruestman moved that having completed the meeting of the Minonk City Council the meeting is adjourned at 7:40 pm, second by Junker.
