Village of Bellevue Board of Trustees met March 28.
Here are the minutes provided by the board:
I. CALL TO ORDER
The Village of Bellevue Mayor called the Village of Bellevue meeting to order at the Village Hall. He indicated that an audio tape recording was made of all discussions during the Regular Session.
The Meeting was called to order at 6:00 p.m.
II. ROLL CALL
Mayor Merriman asked for Roll Call Attendance to be taken by Mrs. Pesch.
Present: Trustee Aaron Lannert, Trustee Sandra Cooper, Trustee Judith Wight, Trustee Leroy Wiseman, Trustee Ross Pesch
Absent: Trustee Martin Schuettler
Also in Attendance: Attorney Lane Alster; Matthew Raible, Village Zoning Officer; Theresa Johanson, Village Treasurer; Susan Pesch, Village Clerk; Peoria County Deputy Winder; Tim Meneffee, Village Business Owner
III. ACTION ITEMS
A. Trustee Lannert moved to approve the Regular Session Minutes held on March 14, 2023. Trustee Wight seconded the motion.
Voice Vote: All Ayes
Motion Passed
B. Trustee Pesch moved to approve the Bills for March 28, 2023. Trustee Wight seconded the motion.

IV. PRESENTATION FROM THE AUDIENCE
Mayor Merriman thanked the visitors in attendance and gave them an opportunity to address the Village Board.
V. NON-AGENDA BUSINESS BY BOARD MEMBERS AND VILLAGE EMPLOYEES
Mayor Merriman asked if there was any non-agenda business to be brought before the Board from either Village Trustees or the Village Employees.
Mr. Wilson informed Board members that there is a resident on Maxwell Ct. that had built a front stoop but did not get a permit. The stoop is not built correctly. The resident needed a place to stand at the front of her house. Mayor Merriman stated that since it is not built correctly, it is dangerous. She could get hurt. Trustee Lannert commented that the Village needs to make sure that it is safe. Residents should follow the same rules. Mr. Wilson said that it is a 3 x 4 area at the front of her house. The building permit fee is $200. Trustee Wiseman suggested that the Village inspect it to make sure that it is safe for the resident. Mr. Wilson responded that he cannot tell the resident how to build it. Mayor Merriman stated that Mr. Raible can look at it and let her know that it needs to be fixed correctly. He cannot tell her how to fix it. Attorney Alster commented that the resident still needs a permit for the work. Board members discussed the possibility of voting on a waiver for senior residents to reduce the cost of the permit. Attorney Alster stated that the item is not on the agenda. Mayor Merriman said that permit information should be included in the newsletter for future reference. Wheelchair ramp permits have been waived in the past.
Trustee Cooper inquired about dogs that are to be on leashes in the Village. There was discussion in regards to residents that allow their dogs to be outside without leashes. Mr. Raible stated that individuals need to contact PAWS. PAWS will do an investigation. Trustee Lannert commented that the Village pays for their service on a monthly basis. They are responsible for taking care of situations like this. The Village also has an ordinance. Attorney Alster stated that individuals could contact PAWS and the Village could in addition, write a ticket. If the resident challenges the ticket, someone has to appear in court as the complainant. Mayor Merriman informed Board members that he would contact PAWS.
Trustee Wight informed Board members that there was a child on a bicycle by the bridge close to the highway. She is worried that the child will fall down the hill onto the highway and get seriously hurt. She asked Mayor Merriman if the state could be contacted to close the gap at the bridge. There is a big gap between the fence and the bridge. Trustee Wight stated that she had seen the child. He was unable to get back up the hill. Kids could fall off and onto I-474 at Closen Rd. and Byron Ct. Mayor Merriman said that he will contact the state.
Trustee Wight inquired about the property on Middle Rd. and asked if anything had been done with it. Mr. Wilson responded that everything is still there on the property.
Trustee Wight stated that there is a resident that is in need of a culvert. She informed the resident to contact Mr. Wilson.
Trustee Wight inquired about the resident on Maxwell Ct. with the porch that is a mess. Attorney Alster commented that the fine does not fix the problem. The Village could take drastic actions to prove that it is dangerous and unsafe. This requires filing actions. The address needs to be verified first to make sure the Village has the correct address.
Trustee Pesch inquired about the status of cleaning up the residence on Starr Ln. Attorney Alster responded that he would check into it. Mr. Meneffee stated that garbage washes down their property onto his property. Garbage is thrown out into the yard. Attorney Alster stated that tickets might be the best and asked Mr. Meneffee if the garbage is directly on his property. Mr. Meneffee responded that it is on his property. He has to pick up their garbage on a regular basis. Attorney Alster said that the Village would take further action if they do not clean it up. Mr. Menefee informed Board members that beginning in April, they will begin taking out the bridge. The Village could be in a position to make sure this area is cleaned up. Attorney Alster stated that it is an ordinance violation for property maintenance.
Mayor Merriman informed Board members that R A Cullinan was the winning bid at $99,167.75 for the tar and chip work. They were the only company that placed a bid.
Trustee Wight inquired about the maintenance applications. Mayor Merriman commented that most individuals were looking for management positions.
VI. ACTION ITEMS
A. Trustee Lannert moved to approve the Tar and Chip Bid for S. Johanson Road, Charleston Court, Denver Court, Boston Court. Trustee Pesch seconded the motion.
