City of Minonk City Council met June 5.

Here are the minutes provided by the council:

CALL TO ORDER: The June 5, 2023 meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Marcoline

ROLL CALL BY CITY CLERK: Those in attendance: Alderpersons Tom Barth, Julie McNamara, Travis Nix, Trent Ruestman. ABSENT: Russell Ruestman, Jonathan Stears

Also in attendance: City Administrator Bill Moline, City Clerk Leta Janssen, City Treasurer Steve O’Riley

CONSENT AGENDA:

A. To approve and file the following:

1. Minutes of May 1, 2023 City Council Meeting

2. May 2023 Accounts Payable paid in June in the amount of $95,949.36

3. April 2023 City Collector’s Report in the amount of $182,861.34

4. April 2023 City Clerk’s Report in the amount of $216,433.04

5. April 2023 City Treasurer’s Report in the amount of $4,261,396.92

Alderperson T Ruestman moved to approve the Consent Agenda as presented, second by Barth. Roll call vote:

YEAS: T Ruestman, Barth, McNamara, Nix

NAYS: None

REGULAR AGENDA:

A. Review and Consider Ordinance 2023-03 Amending the 2022-23 FY Budget Treasurer O’Riley reviewed the deficit accounts with Council, and reported a budget amendment to correct is needed. T Ruestman inquired about the deficit in the FICA account. Moline will investigate this further. McNamara moved to approve Ordinance 2023-03 to amend FY2022-23 budget, seconded by T Ruestman. Roll call vote:

NAYS: None

B. Review and Consider Resolution 2023-01, 2023 MFT Resolution

Ruestman moved to approve resolution 2023-01 for the MFT oil & chip/spray patching work to be done, seconded by McNamara.

YEAS: T Ruestman, McNamara, Barth, Nix

NAYS: None

MOTION APPROVED

C. Review and Consider Ordinance 2023-04, Amending Section 2.44.010 Changing ESDA Department to Emergency Management Agency

Barth moved to approve Ordinance 2023-04 renaming the ESDA Department to Emergency Management Agency, seconded by Nix.

YEAS: Barth, Nix, McNamara, T Ruestman

NAYS: None

D. Review and Consider Woodford County Sheriff’s Department 3-year Contract Moline reported the new 3-year contract for Woodford County Sheriff services provided to the city is a $213 per month increase. T Ruestman inquired if the Public Safety Committee had a chance to review and discuss. Moline reported that he provided the contract to all council members, but the

Committee had not met to discuss. McNamara added the Public Safety Committee did discuss some of the items prior to receiving the contract at their last meeting.

Barth moved to approve the Woodford County Sheriff’s Department 3-year contract, seconded by McNamara.

E. Review Downtown Landscaping Proposal – Dave Uphoff

Dave Uphoff reported that he received a donation to invest in the community and suggested a landscaping project be done at the W 5th & Chestnut Street vacant lot. Uphoff is willing to cover the cost of landscaping and requested the city to take care of the concrete and sidewalk install. Mayor Marcoline moved to table the item for further consideration.

F. Review and Consider City of Minonk Parks and Recreation Committee Applications

a. Elizabeth Matter

b. Rusty Rhodes

Barth moved to approve the appointment of Elizabeth Matter and Rusty Rhodes to the Parks and Recreation Committee, seconded by T Ruestman.

YEAS: Barth, T Ruestman, McNamara, Nix

NAYS: None

MOTION APPROVED

ADMINISTRATORS REPORT: Moline updated Council on the following:

• Reported water leaks have been found and are being repaired at 10th Street and the 300 block of 5th Street. Once repairs on complete the splash park should open.

• Expected delivery for new ambulance is the 2nd week of July.

• Ambulance call rates will be adjusted to align with surrounding communities.

• Passing of a prevailing wage ordinance is no longer required.

• The Zoning Board will meet next week to discuss rezoning property located at the end of 1st Street

• Working on getting summer help

• 4th of July activities are scheduled for June 30 – July 3

• The City Council meeting scheduled for July 3 will remain scheduled as is.

OLD AND UNFINISHED BUSINESS: None

NEW BUSINESS: T Ruestman would like to see the sidewalks in town repaired, starting with the worse areas, and moving on from there.

PUBLIC COMMENTS: Jim Liner inquired about the annual cost of the Woodford County Sheriff’s Department protection contract. Marcoline reported that the total annual cost is $344,163. Dave Uphoff inquired about requesting donations for the vacant 5th & Chestnut Street property improvements. The council suggested he wait until a more formal plan is in place.

COMMITTEE REPORTS: none

CITY COUNCIL COMMENTS: McNamara shared the summer reading programs for children and adults have begun. T Ruestman thanked the 4th of July volunteers.

MAYOR COMMENTS: None

ADJOURNMENT: McNamara moved that having completed the business meeting of the Minonk City Council the meeting is adjourned at 6:34 pm, second by T Ruestman.
