IV. CONSENT AGENDA (including reports to be filed)

C1. The Treasurer report consisting of the Bank and CD's Portfolio for the month of May 2023 and Revenue & Expenditure Reports for the month of March 2023.

C2. The Auditor's report of expenditures from Accounts Payable system is accessible at www.peoriacounty.gov/auditor/transparency.

C3. A resolution (items 1 - 4 conveyances) from the Ways and Means Committee recommending that the County Board Chairman be authorized and directed to execute deeds of said property to the highest bidder, and be authorized to cancel the appropriate Certificates of Purchase. This resolution shall be effective ninety days from July 13, 2023, and any transaction between the parties involved not occurring within this period shall be null and void.

C4. A resolution (item 1 reconveyance; items 2-4 conveyances; item 5 surrender) from the Ways and Means Committee recommending that the County Board Chairman be authorized and directed to execute deeds of said property to the highest bidder, and be authorized to cancel the appropriate Certificates of Purchase. C6. A resolution from your Finance, Audit, and Legislative Affairs Committee recommending approval of an appropriation of the FY2023 budget from the Enterprise Fund for Heddington Oaks to the Special Revenue Fund for Long-Term Care Services.

C7. A resolution from your Public Safety and Justice Committee recommending approval of an FY2023 budget appropriation in the amount of $126,700.00 and the addition of one (1.0) full-time employee related to the Police Service Agreement between Peoria County and the Department of Children and Family Services (DCFS).

C8. A resolution from your Public Safety and Justice Committee recommending approval of an FY2023 budget appropriation in the amount of $50,129.00 and the addition of one (1.0) full-time employee related to the Police Service Agreement between Peoria County and Illini Bluffs School District #327.

C9. A resolution from your Public Safety and Justice Committee recommending acceptance of a grant award from Maddie’s Fund in the amount of $15,000.00 and appropriation of the grant funds into PCAPS Fund, to be utilized for expenses related to intake diversion programs.

C10. A resolution from your Public Safety and Justice Committee recommending acceptance of a scholarship award from Best Friends Animal Society in the amount of $1,500.00 and appropriation of the funds into the PCAPS Fund, to be utilized for expenses related to attending the Best Friends National Conference.

A resolution from your Public Safety and Justice Committee recommending acceptance of a grant award from National Network of Public Health Institutes (NNPHI) in the amount of $13,000.00 and appropriation of the grant funds into the Coroner’s Fund, to be utilized for the purchase of equipment related to death investigations.

C12. A resolution from your Public Safety and Justice Committee recommending approval of an FY2023 appropriation of General Fund surplus reserves for revenues collected and not expended from FY2020 through FY2022, in the amount of $61,779.04, to the State’s Attorney Collections Fund.

C13. A joint resolution from your County Operations Committee and your Finance, Audit, and Legislative Affairs Committee recommending approval of an appropriation of the FY2023 budget from the Internal Services Fund for Risk Management to the Special Revenue Fund for Risk Management.

C14. A joint resolution from your Infrastructure Committee and your Finance, Audit, and Legislative Affairs Committee recommending approval of an Agreement with Heartland Parking, Inc. for the installation of a new Parking Access Revenue Control System (PARCS) platform from WPS in the Peoria County parking deck, at a cost not to exceed $84,000.00.

C15. A resolution from your Infrastructure Committee recommending approval of the sole responsive bid of Central Illinois Commercial Flooring, Peoria, IL, in an amount not to exceed $40,000.00, for the installation of new flooring in the Probation Department.

C16. A resolution from your Infrastructure Committee recommending approval of a contract with Dewberry Architects, Peoria, IL, in the amount of $105,000.00, for the remodel of the Circuit Clerk’s Office.

C17. A resolution from your Infrastructure Committee recommending approval of a contract with Dewberry Architects, Peoria, IL, in the amount of $65,000.00, for the remodel of the County Highway Department’s Maxwell Station.

C18. A resolution from your Infrastructure Committee recommending approval of the lowest responsible bid of Aupperle Construction, Morton, IL, in an amount not to exceed $114,714.00, for the reconstruction of the Peoria County Courthouse Plaza steps.

C19. A resolution from your Infrastructure Committee recommending approval of the lowest responsible bid of Riddiford Roofing, Arlington Heights, IL, in an amount not to exceed $937,455.00, for roof replacement of the Main Street and Hamilton Street wings of the Peoria County Courthouse.

C20. A resolution from your Infrastructure Committee recommending approval of Local Public Agency Amendment #1 with the Illinois Department of Transportation for Old Galena Road.

C21. A resolution from your Infrastructure Committee recommending approval of a Geotechnical Exploration Services Agreement with IMEG Consultants, Peoria, IL, for Phase I Geotechnical Exploration for Glasford Road, at a cost not to exceed $30,000.00.

C22. A resolution from your Infrastructure Committee recommending approval of a Preliminary Engineering Services Agreement with Crawford, Murphy & Tilly, Inc. for Phase II Preliminary Engineering for the reconstruction of Maxwell Road and Middle Road, at a cost not to exceed $431,855.00.

C23. A recommendation from your Infrastructure Committee to repeal the existing Access to County Highway Ordinance and adoption of a new Peoria County Highway Access Regulation Ordinance, effective August 1, 2023.

V. ZONING ORDINANCE AND RESOLUTIONS

1. Case #ZBA-2023-0023. Petition of Marilyn Strickfaden. A Special Use request from Section 20-6.2.1.1.b of the Unified Development Ordinance. This section allows for a special use when a proposed land split does not meet the 40-acre minimum lot size in the A-1 Agricultural Preservation Zoning District. The petitioner proposes to divide 4 acres from an existing 38.607-acre parcel in order to separate and sell an existing residence and outbuildings from the remaining agricultural use. The parcel is located in Logan Township. The Zoning Board of Appeals recommended approval. The Land Use Committee concurs.

2. A resolution from your Infrastructure Committee recommending approval of an independent contractor agreement with R.J. Unes, Inc., Peoria, IL, to perform capital improvement project management for a period through December 31, 2026, and at an annual cost not to exceed $100,000.00.

3. A resolution from your Infrastructure Committee recommending approval of the reappointment of Amy McLaren to a six-year term as County Engineer effective November 10, 2023.
