City of Marquette Heights City Council met June 26.

Here are the minutes provided by the council:

CALL TO ORDER

The City Council meeting was called to order at 7:00 P.M by Mayor Hamm. 

ROLL CALL

Aldermen present for Roll Call: Alderman Joos, Amundson, Neumann, Neuhaus, and Greiner.

Also present were Water Representative Chet Merritt, Police Chief Merritt, Street Superintendent Hoehn, Building Inspector Dearborn, Deputy Clerk Minson, Attorney Hermann, Fire Chief Hermacinski, and Deputy Treasurer Reynolds.

Absent:  Clerk Steele, Alderman Babb, and Treasurer Harris.

Building Inspector/ Code Enforce

A swimming pool behind a house on Cahokia was reported to be without a fence. Code Enforcer Dearborn had witnessed this infraction and has spoken with the homeowner. Dearborn gave the homeowners two weeks to correct the issue. No movement since his meeting. Dearborn was asking about the authority of who can write an Ordinance Violation. Both Attorney Hermann and Police Chief Merritt responded saying he has the authority to write an ordinance violation. Police Chief Merritt will get Code Enforcer Dearborn a code violation book.

Citizens Wishing to Address the Council

REPORTS OF STANDING COMMITTEES: 

Water and Sewer – Alderman Neumann

All hydrants have been flushed and the water department staff is continuing to exercise valves.

Two new shoring structures have arrived.  

Law Enforcement – Alderman Amundson

  • Still waiting on warranty work for Squad 17-1.
  • Discussion on amending the Golf Cart / ATV Ordinance.  Police Chief Merritt’s recommendation to up the fee and allow only North Pekin and Marquette Heights residents to apply. More to come at next the committee meeting.   
Streets – Alderman Joos

Street crew focus has been on the set up and cleanup of the Firework Extravaganza at Independence Park.

Trimming trees.

North Pekin did some street sweeping for us since our equipment is down. 

Street Superintendent Hoehn has successfully passed his applicators license.

New dump truck has been taken into Koenig for dump bed installation. The estimated time is one month before the return of equipment.

123 Douglas storm inlet has been rebuilt.

Genie to be inspected by Altorfer.

New mower coming in from repairs.

Public Buildings / Parks – Alderman Neuhaus

Parks all cleaned up.

Groveland Township Luncheon tomorrow at Liberty Hall from 11 am – 1 pm. 

Fire – Alderman Greiner

Truck 311 engine thermostat replaced.

Planning – Alderman Babb

Attorney Hermann sent a revised purchase agreement to the Council for review.

Agenda Item 7/03/23: Approve purchase agreement for the property at 102 Joliet.

Old Business

  •  Alderman Neuhaus made a motion, seconded by Alderman Amundson to approve $2,200.00 to Kay Park to purchase two four-foot metal benches. Concerns that purchase will overextend account line. The line budget was made for $1,600.00 and the cost for benches is more than the total amount allocated. Recommendations to purchase one bench at this time and budget another one next year and compare alternative replacements from different vendors at lower cost. Roll Call Vote: Alderman Neuhaus - Abstained, Joos – Nay, Greiner – Nay, Amundson - Nay and Neumann - Nay. Motion failed. 
CONSENT AGENDA:

  •  Approve June 12, 2023, Regular Council Meeting Minutes.
  •  Approve June 12, 2023, Executive Meeting Minutes. 
  •  Approve Bi-Monthly expenditures in the sum of $72,120.67.           
ITEMS REMOVED FROM CONSENT AGENDA:

APPROVE CONSENT AGENDA:

  • Alderman Greiner made a motion, seconded by Alderman Amundson to approve the Consent Agenda in its entirety. Roll Call Vote: Alderman Neuhaus - Abstained, Joos – Aye, Greiner – Aye, Amundson - Aye and Neumann - Aye. Motion passed.
NEW BUSINESS 

 Alderman Amundson made motion, seconded by Alderman Joos to approve the resolution hiring of a firm to handle PFAS litigations. Roll Call Vote: All Ayes. Motion passed.

 Alderman Neumann made motion, seconded by Alderman Greiner approve signing a franchise agreement with Comcast Media. Roll Call Vote: All Ayes. Motion passed.

ANY OTHER BUSINESS PERTAINING TO THE CITY. 

Fire Chief Hermacinski announced that tomorrow a burn ban will be in effect until further notice.

ADJOURNMENT

Alderman Greiner made a motion, seconded by Alderman Neumann, to adjourn the regular City Council Meeting at 7:43 p.m. Roll Call Vote: All Ayes. Motion passed.
