Village of Bellevue Board of Trustees met July 25.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Village of Bellevue Mayor called the Village of Bellevue meeting to order at the Village Hall. He indicated that an audio tape recording was made of all discussions during the Regular Session.

The Meeting was called to order at 6:00 p.m.

II. ROLL CALL

Mayor Merriman asked for Roll Call Attendance to be taken by Mrs. Pesch.

Present: Mayor Dean Merriman, Trustee Aaron Lannert, Trustee Paul Eichhorn, Trustee Judith Wight, Trustee Leroy Wiseman, Trustee Ross Pesch

Absent: Trustee Sandra Cooper

Also in Attendance: Attorney Lane Alster (in attendance virtually); Steve Wilson, Village Public Works; Matthew Raible, Village Zoning Officer; Theresa Johanson, Village Treasurer; Susan Pesch, Village Clerk; David Fox, Village Resident; Tim Menefee, Village Business Owner

III. ACTION ITEMS

A. Trustee Wight moved to approve the Regular Session Minutes held on July 11, 2023. Trustee Lannert seconded the motion.

Voice Vote: All Ayes

Motion Passed

B. Trustee Lannert moved to approve the Bills for July 25, 2023. Trustee Wiseman seconded the motion.

Roll Call Vote: Ayes: 5

Nays: 0

Motion Passed

IV. PRESENTATION FROM THE AUDIENCE

Mayor Merriman thanked the visitors in attendance and gave them an opportunity to address the Village Board.

Mr. Fox inquired about a getting a waiver to build a carport at his residence. The carport would be professionally constructed and attached to his garage. He presented roof modification documents for the Board members. Mayor Merriman explained that the Village did away with carports. Attorney Alster stated that it would be against the Village Ordinance. Mayor Merriman said that Mr. Fox could apply for a building permit in regards to constructing an enclosure with a garage. The Village cannot give a waiver. Mr. Fox thanked the Board members for their consideration.

V. NON-AGENDA BUSINESS BY BOARD MEMBERS AND VILLAGE EMPLOYEES

Mayor Merriman asked if there was any non-agenda business to be brought before the Board from either Village Trustees or the Village Employees.

Mayor Merriman asked Attorney Alster about the fines in regards to the retention pond on Denver Ct. Attorney Alster commented that a complaint letter has been filed with the resident’s Attorney with language that includes daily fines of $100.

Mr. Wilson reviewed the cost of the cameras. Options range from $409 to $750. Mr. Menefee made recommendation of a particular brand. It is a hard-wired camera that works really well without a delay period. There is a delay with wireless cameras.

VI. ACTION ITEMS

Trustee Lannert moved to approve an emergency motion to replace the air condition unit at 414 S. Main St. for the Food Pantry. Trustee Eichhorn seconded the motion. Attorney Alster stated that the item could be added to the agenda due to an emergency. Mr. Wilson explained that the air conditioning needed to be fixed at 414 S. Main St. It is the part of the building that the Food Pantry leases. A new compressor would cost $2,500-$3,000.

Motion Passed

A. Trustee Lannert moved to approve the better cameras for 303 S. Main St. and the less expensive brand for 325 S. Bellevue Ave. Trustee Pesch seconded the motion.

Mayor Merriman asked for a motion to adjourn. Trustee Lannert moved to adjourn the meeting. Trustee Wight seconded the motion.
