City of Eureka City Council met Aug. 21.

Here are the minutes provided by the council:

The Eureka City Council convened in regular session on August 21, 2023, at 7:30 p.m. Mayor Eric Lind called the meeting to order and after a moment of silence led The Pledge of Allegiance and then directed the City Clerk to call the roll. Present were Aldermen Chambliss, Hasty, Klaus, Littlejohn, Logan, Teegarden, Williams and Wilson. Also in attendance were Lynn Hinnen, Treasurer; Erik Hasselbacher, Director of Public Works; Chief Alex Collinge and Melissa Brown, City Services Coordinator.

Moved by Wilson, second by Klaus, to approve the minutes of the August 7, 2023, regular meeting of the City Council. Passed on roll call vote with Aldermen Wilson, Klaus, Chambliss, Hasty, Littlejohn, Logan, Teegarden, Williams and all voting Aye.

Moved by Teegarden, second by Littlejohn, to approve the Treasurer's report for July. Passed on roll call vote with Aldermen Teegarden, Littlejohn, Chambliss, Hasty, Klaus, Logan, Williams and Wilson all voting Aye.

The Mayor asked for public comments on any action to be taken on Agenda items. There were none.

Moved by Chambliss, second by Littlejohn, to approve and pay the bills as the City's obligation in the amount of $71,175.18. Passed on roll call vote with Aldermen Chambliss, Littlejohn, Hasty, Klaus, Logan, Teegarden, Williams and Wilson all voting Aye.

Moved by Teegarden, second by Klaus, to accept the lowest responsible bidder for the Hilldale Water Main Replacement Project. The low bidder was Walker Excavating, Inc. with the low bid of $154,691.29. The engineer's estimate was $201,975.00. Passed on roll call vote with Aldermen Teegarden, Klaus, Chambliss, Hasty, Littlejohn, Logan, Williams and Wilson all voting Aye.

Moved by Chambliss, second by Littlejohn, to approve Resolution 23-09, a resolution for a school resource officer at District 140 schools. This is recommended by the Eureka Public Safety Committee. Passed on roll call vote with Aldermen Chambliss, Littlejohn, Hasty, Klaus, Logan, Teegarden, Williams and Wilson all voting Aye

Moved by Wilson, second by Williams, to move into Executive Session pursuant to 5 ILCS 120/2 (c)(5) for discussion of purchase, lease, or acquisition of property and pursuant to 5 ILCS 120/29 (c)(11) for the purpose of possible or imminent litigation. Passed on roll call vote with Wilson, Williams, Chambliss, Hasty, Klaus, Littlejohn, Logan, and Teegarden all voting Aye.

Moved by Teegarden, second by Hasty, to reconvene from Executive Session pursuant to 5 ILCS 120/2 (c)(5) for discussion of purchase, lease, or acquisition of property and and pursuant to 5 ILCS 120/29 (c)(11) for the purpose of possible or imminent litigation. Passed on roll call vote with Teegarden, Hasty, Chambliss, Klaus, Littlejohn, Logan, Peterson, Williams and Wilson all voting Aye.

Purchase, lease, or acquisition of property and possible or imminent litigation was discussed in Executive Session.

Committee Reports:

Chairman Chambliss of the Budget Committee: No report.

Chairman Chambliss of the Administration and Personnel Committee: No report.

Chairman Teegarden of the Enterprise Committee: No report.

Chairman Williams of the Maintenance Committee: No report.

Chairman Klaus of the Public Safety Committee: No report.

Chairman Wilson of the Park and Recreation Committee: Erik will meet with Dan on Wednesday to talk about the Park renovation.

Chairman Teegarden of the Economic Development Committee: No report.

Chairman Mayor Lind of the Liquor Committee:

New Business: Littlejohn noted that Noah Stowski, a Boy Scout in Troop 257 in Eureka is attending our Council meeting tonight to earn Communication points.

Public Comments: The Charters of Freedom is being constructed at the Park. There are pamphlets there. So far $14,000 has been raised for this construction. The builders are coming soon. Erik explained the steps to get this completed.

Mayor Lind has the flag that was flown at The Wall That Heals, the Nation's Capital, and the C130 Plane. This is a gift to the City of Eureka and will be displayed in the City Hall Lobby.

There being no further business to come before the Council the meeting adjourned at 7:42p.m.
