City of Batavia City Council met Sept. 5.

Here are the minutes provided by the council:

1. MEETING CALLED TO ORDER

The Mayor called the meeting to order at 7:02 pm.

2. INVOCATION followed by PLEDGE OF ALLEGIANCE

Ald. Wolff led the Pledge of Allegiance.

3. ROLL CALL

Aldermen in attendance at roll: Lanci (6), Pieper (4), Chanzit (3), Wolff (2), Solfa (1), Bearren (1), Leman (2), Ajazi (3), Malay (4), Uher (5), Cerone (6), Vogelsinger (7).

Ald. Chanzit attended the meeting remotely.

Ald. Chanzit read aloud the Consent Agenda.

Motion by Ald. Chanzit, seconded by Ald. Solfa, to approve the consent agenda. Motion carried 14 yea/ 0 nay/ 0 absent.

8. OATH OF OFFICE Sergeant Richard J. Hall

Mayor Schielke invited Chief Mazza to address the Council. Chief Mazza introduced Richard Hall and spoke about his excellent qualifications to serve the City of Batavia as Sergeant.

Mayor Schielke administered the Oath of Office to Sergeant Hall.

9. CHAMBER OF COMMERCE

Mayor Schielke elected to advance the business of agenda item 10 and present the proclamation on the Batavia Chamber of Commerce 70 Year Anniversary before the report. He read aloud the proclamation.

Motion by Ald. Wolf , seconded by Ald. Leman, to approve the proclamation. Motion carried 12 yea/ 0 nay/ 2 absent.

President Margaret Perreault delivered her report on the recent and upcoming activities of the Batavia Chamber of Commerce. She thanked the City Council for the proclamation in recognition of its 70 year Anniversary. Please review recordings for comments in full.

She invited her guest, Sarah Whitt, owner of House of 423 to speak about her business and her experience with the Fox Valley Entrepreneurship Center program. Whitt told the Council about the benefits of having completed the program, including a better understanding of the financial pieces of running a small business. She advised that she would not have known about the program without her involvement in the Batavia Chamber of Commerce.

Andy Parker Executive Director of the Fox Valley Entrepreneurship Center and who facilitates the Grow Your Business Scholarship that Batavia Chamber of Commerce participates in. He spoke about the history, services, and success of the FVEC.

10. PROCLAMATION: Batavia Chamber Of Commerce 70 Year Anniversary

Mayor Schielke elected to advance the business of item 10 and read the proclamation before President Perreault delivered her report. Refer to item 9 for the actions relevant to this item.

11. APPROVAL: Video Gaming License – Batavia Moose Lodge – 1535 S. Batavia Avenue, Batavia, IL

Chief Mazza presented the application for a video gaming license from the Batavia Moose Lodge.

Ald. Uher said that he would continue to vote no on video gaming licenses without distinction of the worthiness of the applicants. Ald. Malay concurred and noted that this license will approve 6 terminals where before only 5 had been approved.

Motion by Ald. Solfa, seconded by Ald. Wolf , to approve the license. Motion carried 9 yea/ 3 nay/ 2 absent.

12. ORDINANCE 23-43: Authorizing Execution Of A Lease Agreement Between The City Of Batavia And Chicago Industrial TT, LLC For 431 N. Raddant Rd., Batavia, Illinois (LN 8/30/23) GS

Administrator Newman presented the ordinance and explained the need to find a temporary location for the Batavia Interfaith Food Pantry.

Ald. Uher asked for context on the pricing for the lease. Newman responded that the utilities at the present rental location is $12,000 a month

Ald. Wolff asked if the funding for this temporary location will be reimbursed by the grant. Newman responded that the costs will not be able to be reimbursed from the grant

Motion by Ald. Solfa, seconded by Ald. Malay, to approve the ordinance. Motion carried 12 yea/ 0 nay/ 2 absent.

13. ADMINISTRATOR'S REPORT

Administrator Newman delivered her report. She notified the Council that IDOT has reviewed the speed limit posted at Route 31 and will not approve lowering the speed limit rate. Please review recordings for comments in full.

Ald. Uher asked about the timeline for road work at 31 and McKee, which is currently blocking a lane of traffic.

14. OTHER BUSINESS

15. MAYOR’S REPORT

Mayor Schielke delivered his report. He said that he recently sat in a meeting with IDOT where he was informed that Illinois is on course to set a record for traffic related fatalities. He encouraged drivers to slow down and pay attention to posted speed limits. Please view recording for comments in full.

Motion by Ald. Wolf , seconded by Ald. Solfa, to adjourn. Motion carried by voice vote. The meeting adjourned at 7:51 pm.
