City of Chillicothe Finance Committee met Sept. 13.

Here are the minutes provided by the committee:

The finance committee met on September 13, 2023, at 4:30 p.m., in the council chambers at City Hall. Present: Chairman Vanbruwaene, Alderperson Sharp, Alderperson D. White, Mayor Hughes, Office Manager Passage

Also Present: Aaron Phillips, Auditor, John Merdian, Greater Chillicothe Sanitary District Chairman Vanbruwaene called the meeting to order 4:30 p.m.

PUBLIC COMMENT

No Public Comment

PURPOSE

Intergovernmental Agreement - Chillicothe Sanitary District - A discussion ensued regarding the intergovernmental agreement the city has with the Chillicothe Sanitary District regarding the fees the Sanitary District pays the city for the billing and collection of sanitary district charges. The agreement for the fee goes through Oct. 1, 2023. John Merdian addressed the committee and gave the following proposal.

23-24 $30,500; 24-25 $31,000; 25-26 $31,500; 26-27 $32,000; 27-28 $32,500.

Office Manager Passage explained that the city is currently receiving $30,686. After discussion, the consensus of the committee was: 23-24 $31,000; 24-25 $31,500; 25-26 $32,000 26-27 $32,500; 27-28 $33,000. John Merdian agreed with the city's recommendation. The committee recommended that an amendment be drafted and presented to council.

Audit Presentation - Aaron Phillips, Phillips, Salmi & Associates, LLC addressed the committee regarding the 2022-2023 Audit. He stated that they have been preparing the city's audit for six years. He advised that during the review and analysis they did not have any red flags come to their attention and there were no major adjustments needed. He presented a five-year trend analysis for governmental type funds and Enterprise fund. (Attached). After discussion, it was the consensus of the committee to present the audit at the September 28 council meeting to place on file.

Budget 23-24 Review - Office Manager Passage stated that the budget comparison report for the month of August has been sent via email. She reported that in the water fund the water department is over budget. The utility line item is at 66% when it should only be at 33.3%.

Illinois Municipal League Risk Management - Insurance Renewal - Office Manager Passage reported that they will be mailing the invoices out on October 3.

New Business - nothing to report

OLD BUSINESS

Tax Levy - Office Manager Passage reported that the tax levy must be filed with the County on or before Friday, December 22. She stated that the target date to pass the tax levy would be November 13. We hoping to receive the police pension actuarial before we have to pass the tax levy. We will not need a truth and taxation hearing since we will not be increasing over 4.9%.

Property 817 Sixth – Nothing to report. Alderperson Sharp talked about other properties that the city may have to acquire.

Water Rate Analysis - Office Manager Passage reported that ED Director Amanda Beadles let her know that she is working on a CDBG grant and part of that grant was that the water/sewer rates must be over 1% of the median household income for 5,000 gallons. She advised that the city's water/sewer rates are below that amount and would fall into the "do not fund" category.
