City of Chillicothe Public Safety Committee met Oct. 3.

Members of the Public Safety Committee met in person on October 3, 2023 at 4:30 p.m. in the Council Chambers at City Hall.
Public Safety Committee members present at the meeting in the Council Chambers: Chairman Jenkins, Alderperson T. White, Alderperson Bredeman
Public Safety Committee members absent: None
Others in attendance in the Council Chambers: Mayor Mike Hughes, Clerk Byrnes, Police Chief Cooper, Assistant Fire Chief Dave Price, Alderperson D. White, Alderperson Sharp, Alderperson Connor.
Chairman Jenkins called the meeting to order at 4:30 p.m.
Public Comment:
Steve Herriford, 720 Evergreen, addressed the Committee with concerns of a property maintenance inspection that was performed on his rental property located at 421 N. 5th Street. Mr. Herriford expressed serious concerns that he was not notified in advance of the inspection and any information that was obtained regarding this property was done so illegally. The consensus of the Committee was to review the terms of the property maintenance code.
Rebecca Hawkins, 301 W. Maple, addressed the Committee with a complaint that she had previously reported property maintenance issues with her apartment complex that had not been addressed. After discussion it was the consensus of the Committee to discuss at the next Public Safety meeting.
Alderperson Sharp addressed the Committee on behalf of a resident of Chillicothe that was interested in purchasing the property located at 1007 Santa Fe. Chairman Jenkins explained that the City does not currently own this property and steps have been taken to declare this property a dangerous building and move forward with foreclosure. A certified letter will be sent to the property owner to begin the process. Chairman Jenkins encouraged the interested resident to contact the property owner personally for possible purchase of the property.
Purpose:
LOUD MUSIC COMPLAINT:
Chief Cooper reported to the Committee that he had spoken with management of Gilmore's Sports Bar and in the future, they would be more diligent in making sure the speakers in the beer garden would be turned off in the beer garden while unoccupied.
SPECIAL EVENT REQUEST:
"Gilmore's Block Party Octoberfest" as submitted by Dwayne Siggers to be held Saturday October 14, 2023 from 4:00 p.m. to 11:00 p.m. Barricades will be needed from Chestnut Street to the alley. It was the consensus of the committee to move this agenda item to Council for approval.
SPECIAL EVENT REQUEST;
Chillicothe Chamber of Commerce" Nightmare on Second Street" as submitted by Don White and Amber Gibson to be held Saturday October 28, 2023 from Noon to 5:00 p.m. Barricades will be needed from Second Street- Chestnut Street to Walnut Street and Walnut Street from Second Street to Front Street. The consensus of the Committee was to move this agenda item to Council for approval.
LIVE ENTERTAINMENT:
As submitted by the American Legion Post #9, Saturday October 14, 2023 "Off the Cuff" from 7:00 p.m.-11:00 p.m. and Sunday October 29, 2023 "South Bound" from 2:00 p.m.-6:00 p.m.
DISASTER PLAN:
Alderperson D. White after having recently attended the IML conference in Chicago addressed the Committee with concerns for an updated City of Chillicothe Disaster Plan. After discussion it was the consensus of the Committee to discuss this agenda item at future Public Safety meetings.
ORDINANCE CHANGE - FLEEING AND ELUDING:
Chief Cooper explained to the Committee that he had been in touch with City Attorney Kevin Day regarding possible Impound Ordinance changes. Chief Cooper will update at the next Public Safety meeting.
UPDATE: CHILLICOTHE POLICE DEPARTMENT:
Chief Cooper was unable to provide a report on impounded vehicles and ordinance zone statistics, due to this meeting being held so early in the month of October.
UPDATE: CHILLICOTHE COMMUNITY FIRE DISTRICT:
Assistant Fire Chief Dave Price reported 420 calls to date. There are 3 new recruits currently attending an 18 week training course. The Fire District is currently performing school inspections and fire drills. Spider Hill will be inspected on Oct 6, 2023. All Fire District vehicles now carry, Narcan, Glucose and Aspirin.
NEW/OLD PROPERTY MAINTENANCE:
1042 Second Street - Alderperson T. White reported that he believed the exterior repairs were to begin Nov 6, 2023 and the roof repair would be to follow. Update will follow at next Public Safety meeting.
1007 Santa Fe - See comments regarding this property in Public Comment. Update will follow at next Public Safety meeting.
236 Cloverfield - Chairman Jenkins reported no current update was available from City Attorney Kevin Day. Update will follow at next Public safety meeting.
