Chairman Salzer called the meeting to order at 2:30 p.m.
Approval of Minutes
A motion to approve the minutes of September 25, 2023 was made by Ms. Duncan and seconded by Ms. Williams. The motion carried.
Informational
• Greater Peoria Sanitary District Minutes
Mr. Johnson advised that a Consent Decree project will be going out for bid soon. He directed committee members to the submitted minutes and stood for any questions. There were no questions or comments from committee.
• Facilities Master Plan
Mr. Little provided an update on FY2023 budgeted projects, including:
• Remodel of the IT Department is anticipated to be completed this week; the Public Defender space is complete and employees are in the process of moving in.
• CUV units and boiler at the Jail have been installed.
• Replacement of the roof at the Jail has begun, and the first phase of brick repair and tuckpointing is nearing completion.
• Bids have been issued for replacement of detainee sprinkler heads at the Juvenile Detention Center. Roof replacement at the JDC has begun.
• Courthouse roof replacement and repair of the Hamilton Street steps has begun. Mr. Salzer requested an evaluation of the steps leading to the Main Street entrance.
Resolution
• Joint Funding Agreement for construction work on Maxwell Road bridge
A motion to approve was made by Ms. Williams and seconded by Ms. Duncan. Mr. Gilles advised the bridge has been deemed structurally deficient and is in need of repair. He stated that the project cost is estimated at $4 million. He commented that federal funding of nearly $2 million will be utilized, and the county’s local match totals $1,515,000.00. He advised that the resolution approves entering into an agreement with IDOT for the federal funds and appropriates the matching funds from the County Bridge Fund. The motion to approve carried (6-0). 2
• Ordinance to lower speed limit on Voorhees Road
A motion to approve was made by Mr. Kelch and seconded by Ms. Duncan. Mr. Gilles advised that a speed study was conducted on Voorhees Road between U.S. 150 and Grange Hall Road after receipt of speed complaints. He stated the current speed limit is an unposted 55 mph, and the speed study resulted in a proposed established posted speed limit of 45 mph. The motion to approve carried (5-0-1; Mr. Kelch abstained).

• Willow Knolls Road Sidewalk Motor Fuel Tax Appropriation
A motion to approve was made by Ms. Duncan and seconded by Ms. Williams. Mr. Gilles advised this City/County project was completed in 2021, and the final invoice from IDOT was recently received by the City of Peoria. He stated that the county appropriated $55,000.00 in MFT Funds at the project onset, and the final invoice for the county’s share totals $56,129.75. He requests approval of an additional appropriation of $1,129.75 from the MFT fund so the final invoice can be paid to the City. The motion to approve carried (7-0).
• Ordinance to lower speed limit on Mossville Road
A motion to approve was made by Ms. Duncan and seconded by Mr. Windish. Mr. Gilles advised that a speed study was conducted on Mossville Road after receipt of speed complaints. He stated that the current speed limits are 45 mph from IL Route 40 to Pawnee Road and 40 mph from Pawnee Road to IL Route 29. The result of the speed study resulted in a proposed established posted speed limit of 45 mph for the entire road. The motion to approve carried (7-0).
• IDOT County Motor Fuel Tax Maintenance Appropriation
A motion to approve was made by Mr. Ruhland and seconded by Ms. Duncan. Ms. McLaren advised that appropriation of Motor Fuel Tax Funds in the amount of $3 million is requested annually, and will be utilized for 2024 maintenance operations, including materials for sealcoating and patching, signage, and pipe culverts. She added that materials are purchased on an as needed basis. The motion to approve carried (7-0).
• Contract Award to prepare a Jail Master Plan
A motion to approve was made by Ms. Williams and seconded by Mr. Kelch. Mr. Sorrel advised that capital improvements of county facilities has become a priority for the County Board in the past year. He also stated that the county has invested significantly in the Jail facility this past year, with additional capital improvements at the Jail budgeted for FY2024. He noted, however, that there is no comprehensive master strategy to plan for the use of the budgeted funds.
Mr. Sorrel advised that staff solicited a Statement of Qualifications and scope of work to prepare a Master Plan for the Jail. He stated that two responses were received, and after a thorough evaluation of the responses, staff recommends awarding the contract to the firm of CGL Management Group of Chicago, IL, at a cost not to exceed $275,000.00. He stated that CGL Management Group has partnered with local architectural firm Dewberry & Associates.
Mr. Sorrel advised that the source of the funds for the contract will be the FY2023 appropriation for a Compensation Study which was originally budgeted but was not pursued by the County Operations Committee. The motion to approved carried (7-0).
Public Comment
Chairman Salzer called for any public comment. There were none.
Miscellaneous
Mr. Dillon remarked that a member of Laborers Local 165 lost his life in a construction accident while cleaning debris off the roadway from a previous accident. He urged motorists to be aware of construction and highway workers.3
