City of El Paso City Council met Jan. 22.

Here are the minutes provided by the council:

A Regular Meeting of the El Paso City Council was called to order by Mayor Price on January 22, 2024 at 7:03 PM.

Council Members Present: Mool, Ragusa, Brucker, Moore and Howard. Zoom: Kilpatrick. Absent: None. It was reported the meeting is being recorded.

Present in Person: Public Works Director Casey Jones, Recreation Supervisor Colton Scott, Police Chief Joe Montemurro, Clerk David Fever, Attorney Stoller and Treasurer Linda Haas. Also present: Teresa Gauger, Jim and Ellen McWilliams, Karen Wilkey, Connie Knoll, about 8 others and Jennie Kearney as the local press.

Also present by Zoom Application: Other names on zoom software were John, Taylor, Teresą, I Phone, I Phone, Samsung and Eddie Knight.

Pledge of allegiance to the flag was recited.

Approval of Agenda: Motion by Moore, seconded by Mool to approve the agenda as presented. Voice vote taken of all ayes.

Consent Agenda.

Council Minutes: The minutes of the December 18, 2023 City Council Meeting were presented in written form.

Register of Bills: The Register of Bills in the amount of $ 261,282.85 as of January 8th was presented.

Register of Bills: The Register of Bills in the amount of $ 86,567.14 as of January 22nd was presented.

Treasurer's Report: The Treasurer's report for the month ending December 31, 2023 showing investments, revenue and expenses was presented in written form.

Approval of Consent Agenda: Motion by Brucker, seconded by Howard to approve items on consent agenda. Voice call vote taken of all ayes.

Public Comments: Person's who presented at Public Comments included Teresa Gauger, Ellen McWilliams, Jim McWilliams and Alan Agemy all speaking about pig issue on East Second Street.

Old Business: Discussion of Code #115-7: Lisa Noble of the Chicago land Animal Rescue presented a handout to Council Members and spoke about Pot Belly Pigs including them being approved in 1997 as service animals and they are trained to not discharge where they live. They would most of the time when confronted run away and not attack. The Second Street Pig on January 16, 2024 was given shots and was spayed.

New Business:

Golf Outing Ordinance 1073: Motion by Moore, seconded by Ragusa to pass proposed Ordinance 1073, An Ordinance authorizing a municipal golf event for the benefit of city youth programs and parks and recreation equipment. Voice vote taken of all ayes.

Public Comments Ordianance 1074: Motion by Brucker, seconded by Mool to pass proposed Ordianace 1074, An Ordinance approving rules for public comments at open meetings. Roll call vote taken of all ayes.

Body Worn Cameras: Motion by Howard, seconded by Moore to approve contract with Axon Enterprise, Inc. for body worn cameras for the Police Department with total cost of contract of $51,652.10. Roll call vote taken of all ayes.

Director of Public Service: Report was presented in written form.

Mayor's Report: The Mayor had nothing additional.

City Council Comments: None.

Police Chief Report: Report given in written form.

Operations Supervisor: Report given in written form.

Parks and Recreation Department: (Correction) No written report given and a Daddy Daughter Dance will be in February.

Attorney Stoller had nothing to report.

City Clerk: Sales Tax received after ten months is up 3.58% from same period last year.

Executive Session:

A. Motion by Mool, seconded by Ragusa, to adjourn into an executive session to discuss the purchase or lease of real property for the public body under 5 ILCS 120/2 Exception C5.

B. Annual Review of Minutes & Recording of Executive Sessions as mandated by section 2.06..

C. Security procedures and/or a reasonable potential danger to safety of employees under 5ILCS 120/2 Exception C8

Staff members to be present are: Barry Kauther, Attorney Stoller, Colton Scott and Clerk Fever. The executive session is anticipated to last 30 minutes and will begin at 8:10 PM and will resume in open session at 8:40 PM, at which time the City Council may move to continue in executive session if additional discussion is warranted. Action is anticipated following the executive session. Voice vote taken of all ayes

Open session was called back to order at 8:41 PM and the following action will be taken.

Executive Minutes: Motion by Brucker, seconded by Moore to approve the unsealing of the Executive Minutes for the following meetings and to destroying or deleting of sound recordings of all unsealed minutes July 1, 2021 and prior: April 5, 2021, July 19, 2021, August 30, 2021, November 15, 2021, January 17, 2022 and April 4, 2022.

Motion continues to leave the Executive Minutes from the following meetings sealed: August 21, 2017, August 28, 2017, August 30, 2017, September 18, 2017, October 16, 2017, November 1, 2017, February 19, 2018, July 2, 2018, August 21, 2018, July 15, 2019, September 16, 2019, January 2, 2023, February 6, 2023, March 20, 2023, November 6, 2023, November 20, 2023 and January 8, 2023. Roll Call vote taken of all ayes.

Motion by Howard seconded by Brucker to adjourn. Voice vote taken of all ayes. Meeting adjourned at 8:45 PM.
