City of East Peoria Zoning Board of Appeals met March 11.

The meeting was called to order at 6:00PM
Attendees: Gina Driscoll, George Whitman, Don Tippet, Troy Sams, John Broshears, Tim Kelly, Michael Bruner

Minutes from the February meeting were motioned for approval by Troy Sams and seconded by George Whitman. The motion passed 7-0.
Case SU-2024-006 Petition of Dan Schumacher of Lumberyard Suppliers Inc for a Special Use to allow outdoor storage on property located at 3201 N. Main St, 01-01-23-100-018.
The petitioner, Dan Schumacher, told the board that his business has purchased this property and is moving a division here for vinyl fence and railing products. As a part of this move, these items are to be stored on the north and west sides of the building.
Don Tippet asked for clarification for where a gate is to be placed on the property. Also, pallets will be only one or two deep. George Whitman asked for further clarification on the outdoor product placement. Gina Driscoll confirmed he was aware of the potential for flooding at this location which the petitioner indicated awareness.
Case SU-2024-007 Petition of Rita S. Jeffery for a Special Use to modify a non-conforming use by adding accessory structures inconsistent with Title 5, Chapter 6 of the East Peoria City Code on property located at 133 State St, 01- 01-32-116-015.
Rita Jeffery, who recently purchased this property and would like to add carports for her property which has 3 primary structures. Tim Kelly asked for clarification of the proposal. The existing sheds are to be removed. The carports will be sided and with garage doors. Tim also asked if they would look like the existing homes on the property. She indicated they would not. Michael Bruner confirmed they will be metal but that 3 sheds are to be removed. Troy Sams asked about why go with the carports – the petitioner indicated they fit better on the property and provide cover for their vehicles.
Don Tippet asked about setbacks which Rita confirmed they would be several feet away from the lot lines and set away from the homes. Gina Driscoll asked about the sheds. Three sheds will be removed and the carports will go where the sheds are located. They will place asphalt under the carports.
Case SU-2024-008 Petition of Brandon Andrews of Prime Investment Group for a Special Use to allow outdoor storage on property located at 2125 E. Washington St, 01-01-34-202-015.
Mr. Andrews spoke on behalf of the project and has an HVAC business in this property and has items stored outside behind the building. Fencing is to be installed along the rear of the property as soon as a new retaining wall can be installed. Tim Kelly asked for clarification on the fencing. It will also have a gate to screen it from the front. He also asked about the dumpster which may go to a different part of the lot but there are plans to move it.
Michael Bruner asked about type of fencing to be used – which may be wood or vinyl. Troy Sams asked about placement of the screening and timing - 2-3 months. George Whitman asked about gate to screen the fencing. Gina Driscoll also asked about dumpster placement which will need to be addressed in a timely manner – perhaps 60 days. He asked for 90 days. Gina also asked about landscaping which doesn't meet current requirements for sizing. He indicated they have done some, but he has plans to expand the front office which may impact the parking lot and overall site layout. Gina asked about a plan to address the fence and dumpster ASAP and then address the landscaping, building and lot for later this year. The petitioner indicated that would be possible.

Case SU-2024-006
After deliberations and findings of fact, Tim Kelly motioned, and Don Tippet seconded to approve the proposed Special Use. The board voted 7-0 to recommend approval, as presented.
Case SU-2024-007
After deliberations and findings of fact, George Whitman motioned, and Don Tippet seconded to recommend approval of the proposed Special Use with the condition of 2 carports allowed with metal siding and 3 existing sheds to be removed. The board voted 7-0 to recommend approval with these conditions.
Case SU-2024-008
After deliberations and findings of fact, Troy Sams motioned, and Tim Kelly seconded to recommend approval of the proposed Special Use with the conditions that by July 1st the fence and screening be installed as well as the dumpster screen/moved. By November 1st, the landscaping be brought up to City Code. The board voted 7-0 to recommend approval with these conditions.
