Village of Bellevue Board of Trustees met April 23.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Village of Bellevue Mayor Pro-Tem called the Village of Bellevue meeting to order at the Village Hall @ 6:00 p.m.

II. ROLL CALL

Mayor Pro-Tem asked for Roll Call Attendance to be taken by the Village Clerk.

Present: Trustee Sandra Cooper; Trustee Paul Eichhorn; Trustee Judith Wight; Trustee Leroy Wiseman; Trustee Ross Pesch; Attorney Lane Alster; Susan Pesch, Village Clerk; Theresa Johanson, Village Treasurer

Absent: Trustee Aaron Lannert

III. PLEDGE OF ALLEGIANCE TO THE FLAG

IV. CONSENT AGENDA

A. Approval of Regular Session Minutes held on April 09, 2024.

B. Approval of Bills for April 23, 2024.

Trustee Cooper moved to approve the Consent Agenda as presented. Trustee Wiseman seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

V. PUBLIC COMMENTS

*All public comments are limited to 3 minutes per person

Staci Raker inquired about the zoning meeting on May 14.

Danielle Mullens stated that there is a dog not on leash. Mr. Raible told Mrs. Mullens to call Peoria County Animal Control. Taking pictures will help them with issuing tickets.

VI. ACTION ITEMS

A. Trustee Wight moved to approve Trustee Pesch as the Acting Mayor. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

Yes: 4

No: 0

Abstain: 1

B. Trustee Eichhorn moved to approve the Ordinance Authorizing the Sale of Item of Personal Property (Skid-Steer). Trustee Wight seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

C. Trustee Wight moved to approve the Listing Agreement and Addendum for 320 S. Main St. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

D. Trustee Wight moved to approve the Publication in the Limestone Independent News on April 25, May 02, and May 09 of a Notice Requesting Bids for the Skid-Steer and 320 S. Main St. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

E. Trustee Cooper moved to approve the Bids for Closen Rd. at Main St. and Bellevue Ave. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

VII. INFORMATION/DISCUSSION

A. Sheriff’s Report-Deputy Winder reported that it has been quiet. Trustee Cooper asked about placing signs that reflect to slow down around children. Deputy Winder responded that he would bring signs to the next meeting.

B. Streets Superintendent and Maintenance Report-Mr. Wilson said that the crew is working on the waterways.

C. Zoning and Code Enforcement Report-Mr. Raible reported that he is working with Lane to take a couple of homes to trial. There is a car that has been towed.

D. Treasurer’s Report-Mrs. Johanson asked Mr. Wilson to keep her updated with ARPA bills.

E. Mayor’s Report

1. Discussion of Employee Handbook-Trustee Pesch informed the Board members that he was working on the handbook with the attorneys.

G. Attorney’s Report-Attorney Alster informed the Board members that they need to come up with a business redevelopment plan. Bring ideas to the next meeting. A plan will be drafted.

VIII. ADJOURNMENT

Mayor Pro-Tem asked for a motion to adjourn. Trustee Wight moved to adjourn the meeting. Trustee Eichhorn seconded the motion. The meeting was adjourned by voice vote @ 6:20 p.m.
