City of Chillicothe Finance Committee met May 15:

Here are the minutes provided by the committee:

The finance committee met on May 15, 2024, at 4:30 p.m., in the council chambers at City Hall.

Present: Chairman Vanbruwaene, Alderperson Sharp, Alderperson D. White, Mayor Hughes, Office Manager Passage Chairman Vanbruwaene called the meeting to order 4:30 p.m.

PUBLIC COMMENT

Dennis Kistner, 413 Jubilee Ln, Germantown Hills

Jeff Neavor, 212 Wolf Crossing Dr., Morton

Dennis Kistner is the representative for the City of Chillicothe's Nationwide/MassMutual pension plan.

He addressed the committee advising that he will be retiring at the end of the year and Jeff Neavor will be taking over. He thanked the city for there business as the agent for the pension.

PURPOSE

Budget Review - 23-24 4th quarter/year end -Office Manager Passage gave a review of the budget for the fourth quarter and year end of fiscal year 23-24. Attached.

Appropriation Ordinance - Office Manager Passage reviewed the draft of the Appropriation Ordinance.

A review comparing 2023-24 appropriations to 2024-25 was held. The time table to pass the ordinance is as follows:

May 13, 2024: Advise Council of Public Hearing - June 24, 2024

May 15, 2024 Give a draft to committee for review and recommendations

May 28, 2024 Present to Council Appropriation Ordinance for first Reading

May 29, 2024 Send notice to paper for publication of public hearing Publish On June 3, 2024

June 3, 2024 Make available appropriation Ordinance for public inspection

June 10, 2024 Remind Council of Public Hearing.

June 24, 2024 Public Hearing 6:30 P.M. (before council meeting) - Passing of Appropriation Ordinance

June 28, 2024: File Appropriation Ordinance

The consensus of the committee was to proceed with the time table above and present the ordinance for first reading at the May 28 council meeting.

Water Rate Increase - Ordinance Changes - A discussion was held regarding the water rate increase, which failed at the May 13, council meeting. Office Manager Passage presented additional information regarding the water rate increase. A rate of .0440 was discussed. This rate is currently the first rate in the rate tiers. A discussion was held regarding increasing the rate over a two- or three-year period.

The first year would be .0440 and remove all the other tiers. The second year would increase to .0550 and the third year would be .0664. Chairman Vanbruwaene gave an alternate solution to increase the minimum from $5.50 to $15.50 and using the .0440 rate. After discussion, the consensus of the committee was to recommend to the council to increase over the three years. A review of the city code regarding the rates was held. Below is the recommended ordinance changes, to refer to the Attorney, that will be presented to council May 28, 2024.

(b) In all such cases, there shall be an additional minimum water/sewer charge, if sewer service is supplied, for each additional unit connected to the system. The payment of the minimum charge for each additional unit shall allow the use of the quantity of water allowed for each minimum bill. Any water consumed in excess of the minimum charge shall be billed by dividing the total water usage by the total units within the complex (whether occupied or vacant) and multiplying the number so derived by the rate and then by the number of units.
