City of Marquette Heights City Council met June 24.

Here are the minutes provided by the council:

1. PLEDGE

2. CALL TO ORDER

The regular City Council meeting was called to order at 7:00 p.m. on Monday, June 24, 2024 by Mayor Hamm.

3. ROLL CALL

Aldermen present for Roll Call: Aldermen Babb, Amundson, Joos, Neuhaus and Neumann. Also present were Attorney Herman, Police Chief Merritt, Water Superintendent Smith, Deputy Clerk Fogle, and Building Inspector Dearborn. Alderman Greiner arrived at 7:01 p.m. Absent: Clerk Steele and Treasurer Worent

4. REPORTS OF CITY OFFICIALS:

a. MAYOR

• Fireworks to be Saturday, June 29th, rain day is Sunday

• Thank you, Men’s Club – the city and residents enjoy the show a lot

b. CITY CLERK

• 808 Lincoln Road Bid

o Fortier bid for $1,000.00

o Only bid

• We are looking into changing the Personnel Policy probationary period. Looking at 60 or 90 days instead of the current 1 year – please think about it, and we will discuss more in Committee

• IML conference is coming up in September, Tim Fogle will be attending – please think about if you would like to attend and will discuss at Committee

c. CITY TREASURER – No report.

d. CITY ATTORNEY – No report.

e. BUILDING INSPECTOR – No report.

5. COMMUNICATIONS

6. CITIZENS WISHING TO ADDRESS THE COUNCIL

• Ryan – Men’s Club President

• Would like to get the ball rolling on approving the 40 ft storage unit that will be on the NE side of building – discuss at Committee meeting

7. REPORTS OF STANDING COMMITTEES:

a. WATER AND SEWER - Alderman Amundson

• Vac truck to be coming to dig 2 curb stops in Independence Park

b. LAW ENFORCEMENT – Alderman Neuhaus

• New squad car – getting information on the order for new one

• Air conditioner is out in Police Department, got a bid for $4,350.00 from Cordtz

• Working on traffic on LaSalle for fireworks and how we want it flowing

c. FIRE – Alderman Greiner – No report.

d. STREETS – Alderman Babb

• Looking at street sweeper and what it needs to be repaired

• Job posting live for street superintendent

• Mr. Little has dirt to dump and will dump on Alderman Babb’s property outfall

e. PUBLIC BUILDINGS / PARKS – Alderman Neumann – No report.

f. PLANNING / FINANCE – Alderman Joos – No report.

8. OLD BUSINESS

a. MHRA Lease Revised

• The lease calls for pay amount for full-time, what about part-time rate?

o Put on the next agenda

b. Review MHMC Lease

• Thank you for coming and appreciate all the Men’s Club does

• Ryan President - 3.2 the amount of 33% is outrageous, way too much, it threatens the future of Spook Hollow

o No percentage, will agree to an amount for the lease cost

o Council to discuss an amount they would be comfortable with for leasing the property

• Mike – Men’s Club – What is different with the lease than before? It is still open to the public, not exclusive to the Men’s Club

• If we paid 33%, there would be no more fireworks to start

c. Discuss the grass mowing on LaSalle Blvd

• The person mowing McNaughten Park says it would take 5 trips to bring equipment over

o He already does the back side of Pontiac so he would be over here

• Pekin Park District waiting on information from their person to bale the hay

• Tim Fogle – What does the Council think on the issue? We need to approve something so it is ready for us or whomever will cut after it is baled.

9. CONSENT AGENDA

APPROVAL OF THE FOLLOWING CONSENT ITEMS BY VOTE:

(All matters listed under CONSENT AGENDA will be enacted by one motion and one roll call vote. There will not be separate discussion on these items. If discussion is desired by any Member of the City Council, the item will be removed from the Consent Agenda and discussed immediately after approval of the Consent Agenda.)

a. Approve the regular Council Meeting Minutes of June 10, 2024.

b. Approve the Executive Session Council Meeting Minutes of June 10, 2024.

c. Approve the Special Council Meeting Minutes of June 13, 2024

d. Approve Bi-Monthly expenditures in the sum of $57,416.24

e. Approve payment to Ace in the Hole for 2 days spray patch in the amount of $13,460.00

f. Approve payment to Maurer-Stutz Storm for the Sewer Outfall engineering fee on the IDNR Land & Water Preserve property in the amount of $1,187.50.

g. Approve Ordinance for variance 307 Rogers Road for 20 ft. fence setback – Ordinance 951

h. Approve Ordinance for variance 307 Rogers Road for constructing a swimming pool – Ordinance 952

ITEMS REMOVED FROM CONSENT AGENDA:

(e) Approve payment to Ace in the Hole for 2 days spray patch in the amount of $13,460.00.

MOTION TO APPROVE THE CONSENT AGENDA

Alderman Babb made a motion, seconded by Alderman Greiner to approve the

Consent Agenda. Motion passed.

Approve payment to Ace in the Hole for 2 days spray patch in the amount of $13,460.00.

• Alderman Babb – The cost is $3,000 over the amount we budgeted

o Put $10,000 from budget for MFT, the rest on wheel tax

• Alderman Neumann – Can we sweep before they spray patch?

o Superintendent Smith – City workers will blow all the dirt and gravel first

o Will put “loose gravel” signs and notify residents via social media

Alderman Amundson made a motion, seconded by Alderman Babb to approve the $13,460.00 to Ace in the Hole for 2 days spray patch. Motion passed.

10. NEW BUSINESS

a. Accept and approve the highest bid to sell property located at 808 Lincoln Road

The Council consented to accept and approve the bid from Fortier for $1,000.

• Alderman Babb – questioned how the Volunteer Waiver is coming

o Attorney – advised waiver has been sent over but will make changes to include verbiage from Arbor information

o Possibly open waiver instead of just for Alderman Babb

o Everyone must get permission from City employee on what can be cut/trimmed

o Draft will be sent to everyone

• Griener- starting the 8th of July I will be late to meetings because of class

• Superintendent Smith – Sign bid for crane is $1,200.00, will discuss sign design at committee.

14. ADJOURNMENT

There being no further business, Alderman Neumann Made a motion, seconded by Alderman Greiner to adjourn the meeting at 7:59 p.m.
