Village of Bellevue Board of Trustees met July 9.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Mayor called the Village of Bellevue meeting to order at the Village Hall @ 6:00 p.m.

II. ROLL CALL

Present: Mayor Ross Pesch; Trustee Sandra Cooper; Trustee Judith Wight; Trustee Paul Eichhorn; Trustee Aaron Lannert; Trustee Leroy Wiseman; Attorney Lane Alster; Susan Pesch, Village Clerk; Theresa Johanson, Village Treasurer

IV. CONSENT AGENDA

A. Approval of Regular Session Minutes – June 25, 2024.

B. Approval of Bills

Trustee Wight moved to approve the Consent Agenda as presented. Trustee Cooper seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

V. PUBLIC COMMENTS

*All public comments are limited to 3 minutes per person

VI. ACTION ITEMS

A. Trustee Wight moved to approve the Ordinance Proposing and Setting a Public Hearing for a Business Development District. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

Abstain: 0

B. Mayor Pesch informed Board members that he met with Aaron Phillips to discuss the FY24 audit process. His company is highly recommended by four other municipalities. Mr. Phillips was helpful with answering questions. Trustee Lannert moved to approve Phillips, Salmi, & Associates, LLC. Trustee Wight seconded the motion. Approved with the following roll call vote:

C. Trustee Wight moved to approve entering into a contractual negotiating agreement with Municode. Trustee Wiseman seconded the motion. Approved with the following roll call vote:

Yes: 5

No: 0

Abstain: 0

VII. INFORMATION/DISCUSSION

A. Sheriff’s Report

B. Streets Superintendent and Maintenance Report

C. Zoning and Code Enforcement Report - Mr. Raible informed the Board members that a zoning letter has been sent to Schweer Ct. regarding a tree.

D. Treasurer’s Report

E. Mayor’s Report

1. Mandated Trainings - Please send your completed mandated certifications to Susan.

2. Certificate of Deposit - Depending on the CD rates, we will leave it with Peoria Community Bank or move to CEFCU.

3. Employee Handbook - Mayor Pesch informed Board members that he met with all employees on July 2 to discuss the handbook. Revisions will be made and a second meeting with the employees.

4. Resignation – Micheal Mosher has resigned effective July 05, 2024. Mayor Pesch commented that he had a good conversation with Micheal.

F. Trustee’s Report

1. Trustee Cooper

a. Resignation - Trustee Cooper said that she was sorry to see Micheal go.

b. Anna Hill trees - There is a house on Anna Hill with several trees and seems abandoned. Mr. Raible responded that they are working on it.

c. Bridge Work - The bridge on Closen Rd. is getting bad. Board members discussed the projected timeline for the bridge repair.

d. Board and Atmosphere - Trustee Cooper stated that she has been on the Board for 3 years. Ross, Theresa, and Susan have gone above and beyond. They are bringing the Village up to the rules. It is nice to see new faces at the Board meetings. The atmosphere is better. The residents are the first priority.

a. Fireworks - The Village has code enforcement for fireworks. Mayor Pesch stated that he received several complaints about the fireworks. Deputies had responded to a few of the calls. Trustee Wiseman stated that the Village has an ordinance against fireworks. The Sheriff Department keeps track of the calls and complaints. Mayor Pesch stated that he spoke with Sheriff Watkins. G. VIII. ADJOURNMENT

Trustee Wight moved to adjourn the meeting. Trustee Eichhorn seconded the motion. The meeting was adjourned by voice vote @ 6:25 p.m.
