City of Minonk City Council met Aug. 5.

Here are the minutes provided by the council:

CALL TO ORDER: The August 5, 2024, meeting of the Minonk City Council was held at City Hall and was called to order by Mayor Marcoline at 6:00 pm.

PLEDGE OF ALLEGIANCE: Mayor Marcoline

ROLL CALL BY CITY CLERK: Those in attendance: Alderpersons Tessa Arndt, Tom Barth, Julie McNamara, Travis Nix, Russell Ruestman, and Jonathan Stears.

Also in attendance: City Clerk Leta Janssen, City Treasurer Steve O’Riley, City employees Kaleb Garber and Jake Anderson.

CONSENT AGENDA:

A. To approve and file the following:

1. Minutes of July 1, 2024 City Council Meeting

2. Minutes of the June 27, 2024 Filger Board of Trustees Meeting

3. July 2024 Accounts Payable paid in August 2024 in the amount of $136,746.99

4. June 2024 City Collector’s Report in the amount of $177,244.52

5. June 2024 City Clerk’s Report in the amount of $309,032.40

6. June 2024 City Treasurer’s Report in the amount of $3,572,875.20

Ruestman moved to approve the Consent Agenda as presented, second by Barth. Roll call vote:

YEAS: Ruestman, Barth, Arndt, McNamara, Nix, Stears

NAYS: None

REGULAR AGENDA:

A. Review and Consider 2024 MFT Bids

i. Steffen’s 3-D Construction Inc – Seal Coating

ii. D & D Pavement Solutions – Spray Patching

Ruestman moved to approve and accept the Steffen 3-D seal coating bid, and the D&D spray patching bid; second by McNamara.

YEAS: Ruestman, McNamara, Arndt, Barth, Nix, Stears

NAYS: None

B. Review and Consider GoGov Citizen Notification & Alerts Contract

Ruestman moved to approve the GoGov contract at an annual cost of $3,600; second by Arndt

C. Brush Pick Up Rules Discussion

Moline drafted a document with more specific language and guidelines for allowable brush pick up. The document will be communicated to the public and published on the city website in September. Ruestman moved to approve the revised brush pick up language and guidelines; second by Stears

YEAS: Ruestman, Stears, Arndt, Barth, McNamara, Nix

NAYS: None

D. Downtown Beautification Application – The Sweet Shop

The Sweet Shop submitted an application requesting $12,000 in funding (50/50 Millenia and City funds) for a LED sign to be placed on the north side of their building. Millenia has requested additional information from the applicant. Item is tabled for further information.

ADMINISTRATORS REPORT:

• Expressed appreciation for all involved in the storm cleanup

• Kaleb Garber and Bill Moline will attend the IML Conference in September.

• Repairs continue on Lincoln Street and 5th Street

• An easement for a sewer line will be filed with the County related to the new housing on Cedar Lane.

• A bid has been requested for concrete step replacement in front of Joe’s Pizza.

• Claims have been sent in for storm damage.

• Bill will be scheduling a meeting with the Public Safety and Public Works Committees for discussion on the ambulance department.

OLD AND UNFINISHED BUSINESS: Nix inquired about whose responsibility it is to clean up the hanging trees on the berms. Moline said the city is working to clean up the city owned property trees.

NEW BUSINESS: None

PUBLIC COMMENTS: None

COMMITTEE REPORTS: None

CITY COUNCIL COMMENTS: Council members all extended their gratitude to the parties involved in the storm clean up. Ruestman suggested Moline document any helpful information for future situations.

MAYOR COMMENTS: Mayor thanked all involved in the storm clean up.

ADJOURNMENT: Ruestman moved that having completed the business meeting of the Minonk City Council the meeting is adjourned at 6:25 pm, second by Nix.
