Village of Bellevue Board of Trustees met Aug. 27.
Here are the minutes provided by the board:
I. CALL TO ORDER
The Mayor called the Village of Bellevue meeting to order at the Village Hall @ 6:02 p.m.
II. ROLL CALL
Present: Mayor Ross Pesch; Trustee Sandra Cooper; Trustee Judith Wight; Trustee Paul Eichhorn (arrived @ 6:06); Trustee Aaron Lannert; Trustee Leroy Wiseman; Attorney Lane Alster; Susan Pesch, Village Clerk; Theresa Johanson, Village Treasurer

III. PLEDGE OF ALLEGIANCE TO THE FLAG
IV. PRESENTATION OF FLAG BY PEORIA COUNTY
Peoria County Board member Sharon Williams presented the Village with a Peoria County flag in appreciation of the history the area shares as they approach the 200th anniversary.
V. CONSENT AGENDA
A. Approval of Regular Session Minutes – August 13, 2024.
B. Approval of Bills
Trustee Wight moved to approve the Consent Agenda as presented. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

VI. PUBLIC COMMENTS
Tim Menefee inquired about the police contract in the Village. The Sheriff’s Department continues to pull the car from Bellevue. Mayor Pesch responded that he has talked with Sheriff Watkins about increasing time or different hours for the Village. Sheriff Watkins will attend a future meeting with the Village and discuss the options. The Sheriff’s Department has an issue with employee turnover. Other municipalities are experiencing the same situation.
Francis Heskett commented that people drive too fast on the streets within the Village.
VII. ACTION ITEMS
A. Trustee Lannert moved to approve the Ordinance to Approve Sales Contract for 320 S. Main St. Trustee Wight seconded the motion. Approved with the following roll call vote:

VIII. INFORMATION/DISCUSSION
A. Sheriff’s Report
B. Streets Superintendent and Maintenance Report – Mr. Raible informed the Board members that the Bellevue retention pond has been completed. Currently, 5 retention ponds have been completed.
C. Zoning and Code Enforcement Report – Mr. Raible reported that he is working with Attorney Alster regarding dangerous and unsafe properties.
D. Treasurer’s Report
E. Mayor’s Report
1. Discussion of Appropriations Worksheet – Attorney Alster stated that each Board member has a worksheet to take with them. They could discuss it at the next meeting.
2. Peoria International Airport – Mayor Pesch informed the Board members that he spoke with Attorney Seghetti. Conversations will continue with the airport.
F. Trustee’s Report
1. Trustee Cooper inquired about an audio system for the Village Hall. Residents have commented that they cannot hear people speaking. Mayor Pesch said that he previously met with Thompson Electronics with Dean. They are expensive but do a fabulous job. We could check into other companies regarding the cost. Mayor Pesch asked for a show of hands if interested in checking into companies to see how much it would cost.

a. Board of Trustees compensation and meeting attendance – Trustee Wight inquired about increasing the Trustee compensation. She also commented that in the past, previous Board members have missed several meetings, but were compensated. Board members briefly discussed the role of a trustee and the compensation amount. Attorney Alster explained that any change would need to be 180 days before the next seating.
b. Attorney Fees – Trustee Wight commented that Susan has saved the Village thousands of dollars by doing work instead of having Attorney Alster or Attorney Seghetti complete work for the Village.
c. OMA Certification – Trustee Wight inquired about all Board members completing their OMA (Open Meetings Act) certification.
5. Trustee Wiseman commented that he is glad to be at the Board meetings. He has served on the Board for 30 years and appreciates the time spent with the community.
G. Attorney’s Report
IX. ADJOURNMENT
Trustee Wiseman moved to adjourn the meeting. Trustee Wight seconded the motion. The meeting was adjourned by voice vote @ 6:42 p.m.
