City of Batavia Board of Fire & Police Commissioners met Sept. 3.

The meeting of the Batavia Fire & Police Commission was called to order at 4:00 p.m. Roll Call

Members Present: Nancy Vance, Chairman; Dennis Anderson, Secretary; Randy Zies, Commissioner

Members Absent: None

Guests: Craig Hanson, Fire Chief; Shawn Mazza, Chief of Police; Joanne Miller, Recording Secretary

MEETING MINUTES

Motion: To approve the August 6, 2024, Regular meeting Minutes.

CORRESPONDENCE

Motion: To approve invoice #2007982 from Stephen A. Laser Associates, in the amount of $600, for one (1) Public Safety Police Officer Individual Assessment for Zachary Lamb.

MAYOR’S AUTHORIZATIONS

The Commissioners accepted the memo from Mayor Jeffrey Schielke, dated August 30, 2024, authorizing the commissioners to appoint (1) police patrol officer. This authorization is intended to fill a vacancy that will be created when Chief Shawn Mazza Retires in January 2025.

NEW BUSINESS

2023 Board of Fire and Police Commission Annual Report

The Board thanked Commissioner Randy Zies for putting together the 2023 Board of Fire and Police Commission Annual Report.

Motion: To approve the 2023 Board of Fire and Police Commission Annual Report.

Fire Department

2024 Firefighter Eligibility List

Hire a Probationary Firefighter/Paramedic

Motion: To appoint Alexander Balentine as a probationary firefighter/paramedic with the Batavia Fire Department. His appointment/hire date will be determined by the Fire Chief later.

Motion: To appoint Jacob Canada as a probationary firefighter/paramedic with the Batavia Fire Department. His appointment/hire date will be determined by the Fire Chief later.

Motion: To appoint Bryan Borucki as a probationary firefighter/paramedic with the Batavia Fire Department upon passing his medical requirements. His appointment/hire date will be determined by the Fire Chief later.

Chief Hanson left the meeting at 4:16 p.m.

Police Department

2024 Primary Eligibility Register

Preference Points: Preference point claim forms were emailed and mailed by Certified mail to all the 2024 candidates who tested on July 20, 2024, after the August 6, 2024, Board of Fire and Police Commission meeting, this is a combined list including the remaining candidates from the 2023 Primary Police Officer Eligibility List. The remaining candidates were notified that they could retake then their use the higher scores of the 2 tests and then remain on the 2024 list for 2 years or until the list is expired. They choose not to retest, so their scores remain the same and they are not eligible to request preference points on the 2024 list. If they received preference points for the 2023 list, they would retain those preference points. These candidates will drop off the 2024 list on the date that the 2023 list expires.

The commissioners reviewed all the preference point requests. There were 3 requests for Certified Officer Points, 12 requests for Education points, and 4 requests for U.S. Military points.

Motion: To deny education preference points for Meghan Gregory, as she is not graduating until May 2025. The Board of Fire and Police Commission’s rules state that candidates must have obtained their associate or bachelor’s degree at the time of the preference point request to be eligible for points.

Motion: To approve the 2024 Primary Combined Eligibility list with the eligible preference points added to the candidate’s scores. There were no tied scores.

Motion: To remove Joseph Dede from the 2024 Primary Eligibility List at his request. He is now determined to be ineligible for further consideration as a police patrol officer with the City of Batavia Police Department.

2024 Police Sergeant Promotional Testing

The Police Sergeant candidates took the written test on August 6, 2024, at the Batavia Fire Department. Commissioner Randy Zies was present for that test. The written test scores were presented to the commissioners today to review. The commissioners accepted the test scores and gave authorization to the board’s Recording Secretary, Joanne Miller, to post the test scores for the candidates to review. The commissioners conducted the oral interview portion of the Sergeant’s exam on August 27 and 28, 2024. All three commissioners attended this portion of the test. The commissioners interviewed each candidate and filled out an oral interview examination rating form for each question, for each candidate. These forms were sent to the testing company to compile the candidates final scores for this portion of the test. The commissioners authorized the Recording Secretary to post the results for the oral interviews when they are sent to her from the testing company. The last portion of the testing process will be the assessment center, which will be held in the City of Batavia Council Chambers and 2 other conference rooms on October 9 and 10, 2024. No commissioners are needed for this portion, but Chairman Nancy Vance requested to sit in for this test.

Review Police Personnel

End of Probationary Status for two Police Officers:

Chief Mazza reported that the 18-month probationary period for Officer’s Petter Rudelich and Caleb Saxsma ended on June 21, 2024. Chief Mazza discussed the officers progress and stated that they both successfully completed their probation.

Motion: That Officer Peter Rudelich and Caleb Saxsma, having been advised that they both successfully completed their probation, be certified by the Commission as being appointed as a Permanent Full-Time Police Officers, effective as of June 21, 2024. Maker: Anderson

Executive Session

The Board entered into Executive Session at 4:40 p.m.

Motion: To approve going into Executive Session to discuss Personnel Matters at 4:40 p.m. Maker: Anderson

Voice Vote: 3 Ayes, 0 Nays, 0 Absent. All in favor. Motion carried.

Motion: To approve leaving Executive Session and returning to Open Session at 4:56 p.m. Maker: Zies

Second: Anderson

Open Session

The Board returned to Open Session at 4:56 p.m.

OLD BUSINESS

None.

ADJOURNMENT

There being no further business to consider, Secretary Anderson made a motion to adjourn the meeting at 4:57 p.m. Seconded by Commissioner Zies. All in favor. Motion carried.
