Village of Bellevue Board of Trustees met Sept. 24.

Here are the minutes provided by the board:

I. CALL TO ORDER

The Mayor called the Village of Bellevue meeting to order at the Village Hall @ 6:00 p.m.

II. ROLL CALL

Present: Mayor Ross Pesch; Trustee Sandra Cooper; Trustee Paul Eichhorn; Trustee Aaron Lannert; Trustee Judith Wight; Trustee Leroy Wiseman; Attorney Lane Alster; Susan Pesch, Village Clerk; Theresa Johanson, Village Treasurer

III. PLEDGE OF ALLEGIANCE TO THE FLAG

IV. CONSENT AGENDA

A. Approval of Regular Session Minutes – September 10, 2024.

B. Approval of Bills

Trustee Wight moved to approve the Consent Agenda as presented. Trustee Eichhorn seconded the motion. Approved with the following roll call vote:

Yes: 6

No: 0

Abstain: 0

V. PUBLIC COMMENTS

A resident of the Village inquired about police radar on Bellevue Ave. because cars are going too fast. A homeowner asked if speed tables could be placed like the speed tables in Peoria Heights. Deputy Winder responded that he would talk with the homeowner after the meeting.

VI. ACTION ITEMS

A. Trustee Lannert moved to approve the Amended and Restated Ordinance Designating Business District, Approving the Adopting of a Business District Redevelopment Plan and Imposing a Retailers Occupation Tax and Service Occupation Tax. Trustee Wight seconded the motion. Approved with the following roll call vote:

No: 0

Abstain: 0

B. Trustee Wiseman moved to approve the Ordinance Making the Annual Budget and Appropriations for the Village of Bellevue for the Fiscal Year Beginning July 01, 2024, and Ending June 30, 2025. Trustee Wight seconded the motion. Approved with the following roll call vote:

Yes: 6

No: 0

Abstain: 0

C. Trustee Cooper moved to approve the Rezoning of 324 S. Main St. Trustee Wight seconded the motion. Approved with the following roll call vote:

Yes: 6

No: 0

Abstain: 0

D. Approval of Variance for Construction of a Garage. *Item removed from the agenda.

VII. INFORMATION/DISCUSSION

A. Sheriff’s Report – Deputy Winder informed Board members that there is an increase with car burglaries and theft in the area. Please keep your car doors locked. Do not leave valuables or credit cards in your vehicles.

B. Streets Superintendent and Maintenance Report

1. Clean-up – Mr. Wilson informed the Board members that he would like to do something different for clean-up next year. Residents can call for big items.

2. Truck – Mr. Wilson said that the Sterling truck needs a dash replacement. The estimated cost would be $5,000 for the parts. Mayor Pesch asked Board members if they were fine with purchasing the parts. Board members were fine with replacing the dash in the truck.

C. Zoning and Code Enforcement Report – Mr. Raible stated that he is working on cleaning up properties and staying on homeowners regarding mowing.

1. Trustee Cooper commented that there is a house on Schweer Ct. with a weed issue.

2. Trustee Eichhorn

3. Trustee Lannert inquired about the burning ordinance and the language in the ordinance. A neighbor close to the school was burning during the day by Norwood Primary School. It is not good to have students present with burning ash. The ash was falling on the students. Board members discussed amending the ordinance.

VIII. ADJOURNMENT

Trustee Wight moved to adjourn the meeting. Trustee Lannert seconded the motion. The meeting was adjourned by voice vote @ 6:20 p.m.
